Information on who holds responsibility for the action of Self Employed Enforcement Officers
Dear Lancashire County Council,
Who is responsible for the conduct of Marston Holdings Enforcement Officers , instructed to recover LCC debts, who are self employed?
What does the contract between LCC and Marston Holdings state regarding responsibility in the event one of these self employed agents break the law?
What protection, if any, is offered to the members of the public whose private information falls into these self employed men’s hands?

Who is responsible for the conduct of Marston Holdings Enforcement
Officers , instructed to recover LCC debts, who are self-employed?
Self-employed Agents are certificated and authorised by the Court. When a
SE Agent acts on behalf of Marston they must act in accordance with
Schedule 12 TCE, the TCGR 2013 and the National Standards, in addition to
Marston and client policies.
What does the contract between LCC and Marston Holdings state regarding
responsibility in the event one of these self-employed agents break the
law?
Please see response above, the Agent must act in accordance with the
Enforcement Legislation and Marston policy. Please see attached Marston

What protection, if any, is offered to the members of the public whose
