Dear Mr Lloyd,

I write in connection with your FOI request below. We apologise for the
delay in responding. In line with government advice, the University has

In order for us to proceed with your request some clarification is
necessary.

Any update on this?

Dear Mr Lloyd,

Your response has been drafted and is in the final stages. We have sent
our proposed response to Bristol City Council to make them aware of the
disclosures and to give them an opportunity to challenge our response. The
final decision on disclosure is for the University, however, it is fair to
all the council the opportunity to provide comments or objections. I hope
to have a response with you within the next 2 weeks - hopefully sooner.

Once again I apologise for the delay.

Kind regards

Dear Mr Lloyd,

Freedom of Information Request (our reference FOI21-30)

We refer to your Freedom of Information request dated 29^th November and
clarification received 11^th January. We apologise for the delay in
responding. In line with government advice, the University has put in
place measures to protect staff and students during the current Covid-19
pandemic, including staff working from home. We hope you will appreciate
that this has led to some unavoidable disruption and we regret that we
have not been able to respond to requests as quickly as we would wish.

You requested the following information:

“I wish to see all minutes, agendas and briefing notes for the Bristol
International Strategy Board meetings.

Could you limit the search to meetings held in 2019?”

University’s Response

Further to Section 1 of the Freedom of Information Act 2000 (the “Act”) we
confirm that the information requested is held by the University of
Bristol (the “University”).

We have identified 14 documents relevant to your request. Please find
attached a compressed (zipped) folder containing email correspondence and
attachments relevant to your request. We have redacted names, direct
contact details and other information that constitutes personal data of
third parties or, if linked with other information in the public domain,
would likely become personal data. This information has been withheld
under section 40(2) of the Act, on the grounds that disclosure would
likely breach the data protection principles enshrined in UK law by the
Data Protection Act 2018.

We have also redacted some information within the International Board
Strategy Meeting Briefing Paper from 4^th March 2019 attachment as this is
considered to be commercially sensitive information. The information is
exempt under section 43(2) of the Act, as release of the information could
prejudice the commercial interests of any person. (A person may be an
individual, a company, the public authority itself or any other legal
entity.) The University will not disclosure information that would have
detrimental consequences for the University or a third party.

While it is recognised that there is an expectation for the University to
operate with openness and accountability, we believe that disclosing the
redacted information could jeopardise our relationships and future
collaborations.

Internal Review Procedure

If you are dissatisfied with the handling of your request, then you have a
right under Section 50 of the Act to request an internal review.  All such
requests must be sent to us within 40 days, and must clearly state our
reference number (at the top of this email) and your reason for requesting
an internal review.  We will aim to respond to your request for an
internal review within 20 working days of receipt.

Your request for an internal review should be sent to
[University of Bristol request email], quoting your FOI reference number.
Alternatively, you could post it to:

Director of Legal Services

Secretary’s Office

University of Bristol

Beacon House

Queens Road

Bristol

BS8 1QU

Information Commissioners Office

Should you remain dissatisfied with the final outcome of the internal
review then you may apply directly to the Information Commissioner (the
“ICO”) for an independent review.  The ICO is the Government’s Independent
Body responsible for overseeing the Freedom of Information Act 2000, the
Data Protection Act 2018 and The Environmental Information Regulations
2004.

Please note the ICO will only review cases that have exhausted the
University’s internal review procedure. All correspondence to the ICO must
quote the University’s reference number and your reasons for your appeal.
The ICO’s contact details are as follows:

The Information Commissioners Office

Wycliffe House
