Non-publication of literature review on the link between DWP policy and food bank use

I should be grateful for answers to the following questions:
1. A literature review was produced as a preliminary to research into the link between food bank use and DWP policy. Why has the literature review not been published and how was this decision made?
2. Why was the research abandoned when, in 2018, it was considered sufficiently important to merit a £217,000 budget?
3. Does the DWP now accept the existence of a link between UK government policies and food bank use beyond the impact of the initial roll-out of Universal Credit?
