Request for Information on Tier System

The request was refused by Department of Health and Social Care.

Dear Department of Health and Social Care,

I am requesting the minutes of the meetings which took place between the DHSC & the EIBSS prior to the announcement made 30/04/19 (01/10/18 - 29/04/19) that pertains with the issue of payments. To be specific "how the decision was decided & recored at the meetings on the level of payments for beneficiaries & how the tier system of payments was decided & recorded at the meetings.

Dear Ms Alexander,

Thank you for your response.

I belive the answer provided is not correct with the information I already possess. A meeting took place on the 21/01/19 between the relevant parties to propose the tier system. I fail to see how it could have been implemented without further meeting's to discuss this. There would have had to have been a meeting in regards to securing the uplift in funding to enable the tier system implementation.

I would ask that another look is taken at the records held by the DHSC.

Thank you for email regarding the internal review.

Unfortunately you haven't either reviewed the documents correctly or are unwilling to release the documents. I have a copy of a minted meeting between The DHSC, The EIBSS & the various Campaign Groups on 21/01/2019 in which a proposal was put forward by members from the Tainted Blood Campaign group with the current tier system been asked for consideration. It is my understanding from a reliable source within the Infected Blood Policy Team this was discussed in the meeting between The DHSC & EIBSS on the 29/01/2019.

I find the DHSC attitude to the release of documents extremely concerning especially given the public statements made by DHSC regarding the transparency it claims to be providing to the Infected Public Inquiry.
