Entitlements - National insurance Contributions

The request was refused by Department for Work and Pensions.

Dear Department for Work and Pensions,

The following was sent both to Dorset Police and to HMRC. Its understood you are not the correct authority however, given previous failures to identify correct authority, perhaps you'd take a look at it and direct me accordingly. This is a Freedom of Information Request.

Sir,

Subject: Entitlements - National insurance Contributions

Some years ago, I experienced difficulties securing unemployment entitlement, discriminatory difficulties. Although born here in the UK, I am not white. I've not secured entitlements since. Those responsible, not satisfied denying entitlements, also refused to allow me to sign for National insurance stamps. I've been menaced in response to complaints and protests. These are extreme right orchestrated activities.

I've contacted several authorities (inc the police and HMRC). Thus far no one seems prepared to assist me. Typically I am misdirected.

Every so often I try again; periodic attempts to secure assistance. The latest was July this year where again I was redirected to an office (HMRC) unable to assist. On challenging this failure, I was redirected to an other office unable to assist me; the state is either unable or unwilling to protect my interests.

Two crimes are being committed here: racism and fraud. It's ongoing for over 20 years.

Are you competent to assist. Do you wish to assist? This is a Freedom of Information request.

This message is being sent to Dorset Police and HMRC.

Yours faithfully,
domenic Italiano

Dear Domenic Italiano,

I am writing in response to your request for information, received 9
September.

Your response is attached.

Dear DWP freedom-of-information-requests,

Thank you for your message.

Not sure I understand your response. My query relates to potential pension entitlements. The information request is covered by the FOI Act so, it may be I simply fail to articulate the query.

It would not be correct to assume my query is one relating to personal information: I seek public available information in order to secure remedy. The remedy I wish to secure is two fold: 1. prosecuting the criminals who deny me state benefits and 2. address the consequence of their actions.

The FOI information request is one of, identifying how this is achieved?; identifying the competent office and; whether or not its a matter I can simply unload on the competent office or, do I have to progress separate complaints, to more than one office perhaps (the police and DWP for example)?

Awaiting your thoughts.

Yours sincerely,

domenic Italiano

Dear [email address] on behalf of Operations FOI Team,

Thank you for your message.

I'm alleging a crime has been committed. DWP don't hold prosecuting powers so, would you reference the public available information dealing with the procedure for handing over information/evidence to the police (or designed prosecuting authority) where demonstrable a crime has been committed.

Regarding entitlements, do the HMRC have any part to play in protecting/controlling the public purse?

Regards,
domenic Italiano

Dear FOI Team - DWP,

Thanks for your message.

Its my understanding your Fraud Inspector's remit is limited to dealing with false entitlement claims. You'd need to confirm they are competent to handle the case I present, as presented in my original query. I've enclosed copy fyi:

Dear Department for Work and Pensions,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Entitlements - National insurance Contributions'.

Dear Sir,

Thank you for your message of March 27, 2020.

Respectfully, I've already highlighted reservations with the previous response. Why point me to RAR as prerequisite to investigating?

I don't believe you are competent: you offer me nothing confirming otherwise. Theft of tax payer's money, as I detail, is not a DWP matter. If it is, kindly supply me with the DWP policy covering the same otherwise, identify the correct authority? I care not for your advice.
