In respect of Cambridgeshire County Council's "Local Highways Improvement Initiative (2020/21)" which had a deadline for applications of Sunday 4 August 2019 could you please release:

1. Any applications made by Cambridge City Council. (A copy of the application form and any supporting attachments, photos, letters of support etc.).

2. A list of those applications from others which Cambridge City Council have deemed "meet an agreed priority" and so, as described at https://www.cambridge.gov.uk/environment... are eligible for the applicant contribution to be funded by Cambridge City Council.

If any decisions on if Cambridge City Council is to offer to provide the applicant's contribution in respect of applications made by others are yet to be made I would like to request information on how those decisions will be made: who will make those decisions, when, and what criteria will the applications be assessed against?

under the terms of the Freedom of Information Act 2000.

I hope the following will answer your query:

 1. Any applications made by Cambridge City Council. (A copy of the

support etc.). 

 

This information is not held as the Council did not make any applications
to the Local Highways Improvement Initiative (2020/21).

 2. A list of those applications from others which Cambridge City Council
have deemed "meet an agreed priority" and so, as described at

Council.  If any decisions on if Cambridge City Council is to offer to
provide the applicant's contribution in respect of applications made by

All applications received are appraised by the County Council in terms of
their eligibility, and practicality, with formal assessment of those
considered viable undertaken by a panel of County and City Councillors
acting on behalf of the Cambridge Joint Area Committee (CJAC).

 

Cambridge City Council offers a contribution to those schemes prioritised
by the panel, and subsequently approved by the County Council’s Highways &
Community Infrastructure Committee and the City Council’s Executive
Councillor for Transport and Community Safety, as determined by the County
Council’s programme.

 

Up to £30,000 is currently made available per annum for this purpose. This
funding is now entirely separate from the City Council’s Environmental
Improvement Programme, with applications to the latter programme for
traditional highways works now directed towards the County Council. The
City Council is not yet sighted on those applications received by the
County Council in its latest programme round.

 

Since those applications received by the County Council that are deemed
viable are considered, and prioritised, against an established set of
criteria (as identified by the County Council) by a joint Councillor panel
acting on behalf of the CJAC, the City Council does not undertake further
technical assessment in respect of its contributions. It does, however,
seek to ensure that those projects it is asked to contribute towards are
consistent with the objectives of the organisation, its priorities and
levels of funding, and that there are appropriate collective public
benefits.

 

The required City Council contributions are identified by the County
Council, and thereafter considered and approved by the City Council’s
Executive Councillor for Transport and Community Safety. Cllr Nicky Massey
(Abbey) currently fulfils this role.
