3. Any advice from central government departments and/or agencies the council has received about how to respond in the event of a major accident or emergency at a fracking site.

Request for information under the Freedom of Information Act 2000

 

Further to your request for information, made under the provisions of the
above Act, please see below our response.

 

Request:

 

1. Any advice from central government departments and/or agencies the
council has received about how to respond in the event of an earthquake as
a result of fracking.

 

2. Any advice the council has issued to residents, businesses and schools
in the vicinity of fracking sites  in the event of an earthquake as a
result of fracking.

Response:

 

1.     Lancashire County Council has not received any advice from central
government departments and/or agencies the council has received about how
to respond in the event of an earthquake as a result of fracking.

 

2.     The controls in place mean there should be no risk of damage to
property or structures as a result of fracking.  The County Council acts
proportionately to the level of risk.

 

Lancashire County Council has not issued advice to residents, businesses
and schools in the vicinity of fracking sites  in the event of an
earthquake as a result of fracking.  However, as a member of the
Lancashire Resilience Forum, Lancashire County Council has proportionate
arrangements in place to warn the public, and to provide information and
advice to the public, if an emergency is likely to occur or has occurred.
The LRF uses a web-based platform called “In the Know” where the public
can access information about the LRF, risks faced in Lancashire and how to
prepare for emergencies. Members of the public can also sign up under this
platform to a facility to receive relevant up-dates. Further, the LRF has
published a booklet called “Preparing for Emergencies in Lancashire”
(which can, again, be obtained via “In the Know”).

3.     Lancashire County Council has not received any advice from central
government departments and/or agencies the council has received about how
to respond in the event of a major accident or emergency at a fracking
site.

 

4.     See answer 2. Additionally, Lancashire County Council issued a
briefing note in September 2018 to schools in the area. (Attached). 
However, the Department for Education recommend that schools create and
maintain an emergency plan. An emergency plan should be generic enough to
cover a range of potential incidents that could occur. The plan should
cover procedures for incidents occurring during school hours and outside
school hours, including weekends and bank holidays. A template school
emergency plan (with associated guidance) is available in an editable
format and can be downloaded from the Schools' Portal/A-Z/Emergencies, or
available on request from the Lancashire County Council Health, Safety &
Resilience Team.
