Leaked Report on Restraint in Police Custody - TASER - Chemical Coshes
The Home Office,
I am writing to request the release of a report considering the use of restraint techniques in police custody including TASER and "chemical coshes".
An article on p36 the 19 October - 1 November 2018 copy of Private Eye (Issue 1481) purported to be based on a leaked copy of the report I am seeking. The article contained the following material which I hope will identify the report in question:
* A description of the report as a briefing paper covering the use of restraint techniques, including Tasers in police custody.
* A description of the report as a response to a "review of deaths and serious incidents in police custody" by Dame Elish Angiolini.
* A description of the report as a "Home Office briefing paper".
* A claim that the report sets out: "four alternatives to physical restraint: oral sedation; Tasers; Tasers followed by injected sedation; and physical force with injected sedation. "
* A claim that the report describes the activities of a series of workshops.
* A statement saying the report is marked "official sensitive".
I am not seeking the Government response to the October 2017 Independent Review of Deaths and Serious Incidents in Police Custody which is published at:
