Dear Department for Work and Pensions,

Could you please confirm or deny a declaration made by the Independent Case Examiner, namely that it is official DWP policy that someone registered as unemployed but not in receipt of any cash benefits (i.e. zero cost to the state), is not entitled to any assistance or training by the local Job Centre?

Therefore could you please confirm that such an individual could not be mandated onto the Work Programme purely on the bais that they had been registered as unemployed for a period of time, an allocation which would be COST BURDEN to the state/tax payer and increase the cost of the Government's Welfare programme.

If such a person had been allocated, against their will, can you confirm that such a person could not be sanctioned as to confiscate a cash payment which they do not receive would undermine the entire concept of the basis of the Work programme.

Finally could you please confirm that such a person, not in receipt of any cash benefits was EVER allocated to the POST WORK PROGRAMME, on the pure basis that they had been allocated to the Work Programme for the full duration of two years.
