Haringey's bid to become the London Borough of Culture

The request was partially successful.

Dear Haringey Borough Council,

I read that Haringey made a bid to the Mayor of London to become the 'London Borough of Culture'. I was unable to find the bid on the Council's website.
1. Please send me a copy of the full bid submitted. (An electronic copy if possible.)
Unfortunately the bid was unsuccessful but hopefully the Mayor's office sent each borough an evaluation of the bid each made.
2. Please send me a copy of the evaluation if one was made.
3. Please tell me who prepared Haringey's bid.
4. If Haringey's bid was prepared by an external agency, contractor or consultant please supply me
(4A.) Their name or names.
(4B) The fee paid to their firm/agency/consultancy.

Many thanks for your help.

Yours faithfully,

Alan Stanton

Dear Mr Stanton,

Re: Freedom of Information Act Request (our reference: LBH/8000218).

Thank you for your request for information received on 18 October 2018, in
which you asked for the following information:

1. Please send me a copy of the full bid submitted. (An electronic copy if
possible.)

2. Please send me a copy of the evaluation if one was made.

3. Please tell me who prepared Haringey's bid.

4. If Haringey's bid was prepared by an external agency, contractor or
consultant please supply me

(4A.) Their name or names.

(4B)  The fee paid to their firm/agency/consultancy.

My response is as follows:

1. Please find attached Haringey's bid.

2. There was no written evaluation of the bid.

3. The bid was written by officers in the council's Culture department.

4. To support boroughs in the initial stages of their bid development,
small grants were made available by the GLA for consultancy time,
following a submission process by boroughs who would be applying for the
London Borough of Culture full bid. From a list of advisors - provided by
the GLA - LBH selected UP Projects based on their proven track record in
creative community engagement and ability to plan and deliver largescale
arts and cultural projects.

In line with the grant guidelines, UP Projects -

•             facilitated workshops across council departments and the
local cultural sector,

•             reviewed existing data,

•             produced a final report summarising the discussions in the
workshops.

The report informed the bid, which was developed and written by LBH staff.

As noted above, Haringey's bid was prepared and written by officers from
Haringey Council. The work carried out by UP Projects, detailed in
response to the question above, enabled the partnership involvement in the
bid development.

(4A.) UP Projects

(4B)  As noted above, the bid was prepared and written by officers from
Haringey Council. The grant from the GLA (£3,041.66) was used to fund the
work carried out by UP projects to support the wider engagement needed on
the bid and was not used to fund an agency to prepare the bid.

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the Feedback and
Information Team. (Please note you should do so within two months of this
response.)

Yours sincerely,
