How will 10,000 UC migrants in 2019 be chosen?

I refer to the following fin today's Guardian:

'A DWP spokeswoman said the migration process would begin in 2019, affecting an initial maximum of 10,000 people. She said this was to ensure the system was working well for claimants and to make any necessary adaptations. “We will publish full plans for the next stage of universal credit rollout, including managed migration, in due course,” she said.'

Please provide information on how the maximum figure of 10,000 has beenarrived at. If 'migrants' are to be selected from a particular geographical area or areas, please state the areas. If they are to be chosen by benefits claimed, please state the benefits. If you have a date when the process is to start, please provide that too. Finally, please provide the date you expect to publish the "full plans for the next stage of universal credit rollout".
