Request for the details of Tree Preservation Orders in the N6 part of Crouch End ward.

The request was successful.

Dear Haringey Borough Council,

The Highgate Neighbourhood Forum is carrying out work in relation to trees at risk, hence this request.

I note a previous request confirms that you hold details of Tree Preservation Orders electronically. See request https://www.whatdotheyknow.com/request/t...

I would like to query the accuracy of the information provided. A Tree Preservation was granted for a number of trees at 27 Shepherds Hill, Highgate N6. This is available on the online planning system. However, this Tree Preservation Order does not appear to be on the excel document you have provided.

Please update the spreadsheet attached to include a separate column for the postcode. Please supply the Tree Preservation Orders for the trees in the N6 part of Crouch End ward. A hyperlink to this information on your website is sufficient.

I look forward to hearing from you.

Yours faithfully,

Ms M Jennings

Freedom of Information Act Request ref: LBH/6370617

Thank you for your request for information received on 18 June 2018.

In attached excel sheet previously sent in 2017 there is a line containing
'Tor House 27 Shepherds Hill Hornsey London N6 5QL' (row 1571 of the
attached spreadsheet, reference TPO/2014/1605).

The post code was already included as part of the addresses, however for
ease of convenience I have recreated the excel sheet and also included
'post code' as a separate column. I hope this is of help.

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the Feedback and
Information Team as below. (Please note you should do this within two
months of receiving this response.)

Dear Haringey Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Request for the details of Tree Preservation Orders in the N6 part of Crouch End ward.'.

The reply I received provides neither the information I requested nor a link to that information on the Haringey Council website.

The person who replied refers to an attachment and updating a spreadsheet, however no attachment was provided and no link was provided. My query about the TPO I mentioned had a response.

The information I requested: "Please supply the Tree Preservation Orders for the trees in the N6 part of Crouch End ward. A hyperlink to this information on your website is sufficient." appears to have been overlooked. If one can search by ward in postcode order this information is easily available and should be available on the Haringey Council website pages for Planning.

Although, my request appears to have been refused for reasons of confusion, rather than anything else, I have not been provided with the information that I believe Haringey Council has in easily accessible form.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Yours faithfully,

Ms M Jennings

Dear FOI,

Thank you for attaching the spreadsheet to my request at What Do They Know. Unfortunately, without the ward information I am unable to ascertain which TPOs there are in Crouch End ward in the Highgate Conservation Area/Highgate Neighbourhood Plan Area, which is my original request.

Please proceed with the review of my request.

Also, it would be useful to others if this information could be made available on the Haringey website.

Yours sincerely,

Ms M Jennings

This is the concern that has been raised with the Information Commissioner.

My request, the response, and the response to my request for an internal review are all listed on the ‘What do they know’ website here https://www.whatdotheyknow.com/request/r...

I made a request for information about Tree Preservation Orders in the N6 part of Crouch End ward. This is an issue of huge interest for local residents. A previous Freedom of Information Request by another person had resulted in Haringey Council supplying a spreadsheet of all the Tree Preservation Orders in Haringey. There are thousands of Tree Preservation Orders and it would take months to check each record on a ward identification tool. I had been unable to find a TPO on the spreadsheet and I mentioned this which appears to have caused the person dealing with my request to be confused about my request.

I had asked for both the ward to be identified and the post code to be listed in separate columns so that the common search tools could be used to identify the Tree Preservation Orders in the N6 part of Crouch End Ward. In response to my request I was provided with the post code column, which does allow me to identify the TPOs in N6 but not those which are in Crouch End ward.

In my request for an internal review I said my request was for TPOs in the N6 part of Crouch End ward so I also needed the ward information as well as the separate postcode column. The response to my request for an internal review resulted in a spreadsheet with a column for the ward being provided but with the column of the postcode that was needed to identify the TPOs in N6 being removed. A link was provided to a ward finder tool on Haringey Council’s website. Given that it would take months to enter each TPO into the website tool I can only assume that it was provided with sarcasm in mind.

My request for an internal review which was acknowledged at 14.28 on 18th July was responded to at 13.23 on 19th July. I do not believe any genuine form of internal review took place. I believe that Haringey Council has deliberately chosen not to provide the information that it has easily to hand.

The Information Commissioner is investigating my complaint and has asked Haringey Council to produce the information.
