1.             How many concerns, notifications or alerts have you made to
CQC regarding Cleveland House nursing home Southport.

When a safeguarding alert is received by Lancashire County Council
regarding a registered and regulated provider with the CQC, it is routine
procedure to notify the CQC. In the period 1 April 2017 to 31.3.2018 there
have been 7 safeguarding alerts received by Lancashire County Council, so
on that basis the CQC will have been notified of each of the 7 occasions
that safeguarding alerts were received.

 

2.             Have the council ever carried out any MASH investigations
into Cleveland House?

Yes – The Council has carried out enquiries at Cleveland House in
accordance with Section 42 of the Care Act 2014.

 

3.             What were the results of all investigations, alerts and
concerns regarding Cleveland House?

In respect of the safeguarding allegations made the enquiries found:

·       2 enquiries were inconclusive

·       4 enquiries were unsubstantiated

Further to your enquiry of 30 July 2018, in which you request the
disclosure of information under the provisions of the above Act, please
accept our apologies for the delayed response.

 

1.     youve given me info from 01/04/2017 onwards only. can you give me
figures before this date?

 

The disclosure of information from April 2017 was due to the fact that
retrieval of this data requires a manual trawl of all safeguarding
reports. To go back any further would incur a commitment of resources in
excess of the limit of £450 set by the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of
2004), which equates to 18 hours of work. Section 12(1) of the Freedom of
Information Act provides that a public authority is not obliged to comply
with a request where to do so would exceed such a limit.

 

Unfortunately, given the way in which the information is held, it is not
possible to suggest a way in which your request could be narrowed in scope
to bring it within the limit explained above whilst still yielding
meaningful results. However, if you wish to resubmit a modified request we
shall of course consider whether it is possible to complete within the
limit.

 

2.     what dates were all section 42 investigations carried out?

 

It is not clear whether you are requesting the date the safeguarding
alerts were received or the length of time each safeguarding enquiry took
from the start of the enquiry to its conclusion. However, once a
safeguarding alert is received it is screened, prioritised and allocated
for the safeguarding enquiry to commence according to the level of the
risk and the urgency of the response needed. In respect of the information
already provided all the safeguarding alerts were all received within the
12 months period given and the investigations completed within this same
period.

 

3.     what do you regard as OTHER.can you provide examples?

 

Any individual can raise a safeguarding alert, either as a member of the
public or as a responsibility within a professional capacity e.g. a nurse,
a social worker, trading standards officer, fireman etc. or in connection
with unpaid work.  

 

We trust that our response is to your satisfaction, but in the event that
you wish to complain about the manner in which your enquiry has been
