Dear Operations FOI Requests,

Re: FoI 1672

Thank you for your response.

In response to "The topic you have requested is very broad, in order to meet your request you may wish to specify the types of documents you require"

We were interested in the number and description of 'DWP template documents' (not letters drawn up from scratch to send as a one-off) which contain the precise words 'Refer for WCA' and 'WCA referral date' used from 2017.

In light of it taking too long to find out if any of these exist we'll choose to instead ask for a list of the document codes and descriptions used by your ESA department in 2018 containing this text within:
Either "Refer for WCA" or "WCA referral date".

For reference, an example of a DWP document code would be 'ESA72' (although we are aware that document does not contain the text we're looking for).

Yours sincerely,

Amanda Hart

Dear Operations FOI Requests,

Thanks for your reply.

In light if that, and in relation to this request we have sent via email some documentation to the DWP FoI.

The document is an ESA72 issued on 28th July 2014. Accompanying the ESA72 is a compliment slip with some handwritten information by a DWP staff member which states "Please find enclosed further ESA72 as requested. Your next assessment date is due to commence from 13/6/16. You remain in the Support Group until then. Regards, (DWP staff member signature)".

Please would you kindly identify the field name of the date (13/6/16) used by the staff member.
Please kindly provide a screenshot or other output sample to indicate where staff are able to access this date.

Yours sincerely,

Amanda Hart

Dear Operations FOI Requests,

Further to our previous message please note we have today sent to the DWP FoI requests email address an active sample of your form LT54 (DMACR) with the WCA due date underlined.

We would like to know the field name of the date underlined in red along with a list of all document codes presently in use containing that field.

Yours sincerely,

Amanda Hart

Dear Operations FOI Requests,

We wish to remind you that our request which we clarified by provision of further information on 21 May 2018 is still outstanding.

Section 10 sets out the time frames within which a public authority must respond to an FOIA request.

It applies whenever the public authority has:
- a duty under section 1(1)(a) confirm or deny whether the information is held;
- a duty under section 1(1)(b) to provide information that is held to the requester;
- a duty under section 17 to issue a refusal notice explaining why a request has been refused.

If a satisfactory response is not received within an appropriate time we shall proceed according to Section 45.

Yours sincerely,

Amanda Hart

For public reference here is what we were informed via email:

The text shown in the LT54 is not a field, rather free text input by the Decision Maker on an individual’s case at the time of the Work Capability Assessment (WCA) decision. There are no codes or documents containing a specific field with this information.
This date refers to a calculation made by the ESA computer system (JSAPS) to calculate when the next WCA is due.
We are unable to provide a screen shots of screens on the JSAPS system as this would require us to access an individual’s record and personal information about a third party is treated as exempt information under section 40(2) of the Freedom of Information (FoI) Act 2000. This is because access to personal information is treated under the provisions of the Data Protection Act 1998 and can only be released to you where such disclosure would not breach that person’s right to privacy.
However you may find useful the attached guidance used by staff about this process. Determining the next WCA referral date.pdf https://d.pr/SU9N1l
