Cost of Resurfacing Kingsfold Drive and the Report recommending it.
Dear Lancashire County Council,
Please could you furnish me with the cost of resurfacing Kingsfold Drive, Penwortham including white lining and marking of cycle lanes.
Could this be broken down to LCC and contractor costs.
Also, we were told when the Middleforth part of the road was resurfaced, the Charnock side had years of life, therefore, could I have a copy of the report that was produced to resurface the Middleforth side and not the Charnock side and also, the report recommending the resurfacing of the Charnock part.

Response:
We are unable to provide a breakdown of costs as this level of financial
information is exempt from disclosure by virtue of section 43 of the
Freedom of Information Act. This is because disclosure of the information
would, or would be likely to, prejudice the commercial interests of the
County Council and/or other organisations with which we conduct business.
We can advise you of the total budget allocated which is the cost of the
total scheme and that was £97,032.66.
In considering the public interest test, we acknowledge that there is a
general public interest in accountability and transparency in relation to
the activities of public authorities. This is particularly the case where
the public body is obtaining services from third parties in an effort to
secure the best value for money. However, this must be balanced against
the strong public interest in ensuring that the commercial interests of
the county council, or those with whom we conduct business, are not unduly
prejudiced. This is particularly relevant in the current economic
climate, in which public authorities are facing unprecedented budgetary
pressures. In the circumstances of the case we have concluded that the
public interest favours maintaining the exemption
We have resurfaced the east section of the carriageway as the road had
deteriorated to a poor condition where the cost of revenue to keep the
road safe became costly. Although the westbound section of the carriageway
looks aesthetically unpleasing the rate of deterioration is low, and this
remaining section will be reassessed with the new condition data in March
and prioritised with all the other schemes on a countywide basis.
Unfortunately the westbound section had not scored high enough to be
considered as part of the capital programme 18/19. There is no individual
reports on Kingsfold as it is analysed with all other roads within the
County, every year the data is analysed and the road moves dependant on
the deterioration rate, number of defects, number of complaints, number
of claims etc.
There is no report to say that the road has a number of years left, it is
only given a score from the condition survey, and then we overlay all the
defects, claims etc. The last condition survey we have is from 2016 and
the West side of the road was mainly grade 1, which is classified as free
from defects (grade 5 is the worst being structurally impaired ). Although
there are a number of potholes that have been fixed throughout the length
of this road they seem to be isolated, in between the areas of free from
defects . Therefore there are many higher priority roads around
Lancashire. The road will be analysed again this year and if it is found
to have deteriorated further is will move up in priority.

Dear Freedom of Information,
I am a little puzzled by the response.
The West side of Kingsfold Drive was fully resurfaced from Pope Lane to Hawksbury Drive due to the catastrophic failure of the method used by contractors to repair faults by using just slurry seal. The resurfacing was done in 2016, the slurry seal was done about 2010/11.
We were told the East side was OK and just needed some minor repairs.
Could it be in your reply we have the East and West mixed up.

Further to your email below, please see the below and (attached maps) to define east and west and outline of schemes and data records, that go back to Dec 2016.
Looking at Kingsfold Drive we have two recent schemes.
Starting at the west end, at the junction of Pope Lane and going east to the junction of Studholme Crescent there is-
1 – our ref 6823 from Pope Lane to Hawksbury Drive, completed 24/10/2016
Looks like this was an LPRF Scheme PPMS ID 3566
Budget on PPMS is £97032.66
And then continuing east we have
2 - Our ref 10050 from the Community Centre to Studholme Crescent, completed 27/10/2017.
This went over the top of a previous historic scheme.
This was in the DfT Pot Hole Action Fund Programme PPMS ID 5507
Budget on PPMS is £90803.55
Our most recent condition data is from Dec 16. As the first section is showing mostly Grade 1 this would confirm that this section was completed as our records show.
The second section is showing as mostly grade 3 / 4 but as this data is before the date of our scheme we would expect this. The scheme is at the pre-closure tasks stage on PPMS.
