Cambridge Local Highway Improvement Applications - 2017/2018

Response to this request is long overdue. By law, under all circumstances, Cambridgeshire County Council should have responded by now (details). You can complain by requesting an internal review.

Dear Cambridgeshire County Council,

Would you please release:

* The applications, as initially submitted, made in relation to the Local Highway Improvement Initiative for 2017/2018 for projects within Cambridge City.
* The dates, times, locations, membership, and areas covered, for any planned Member Advisory Panels to assess the applications for projects within Cambridge City.

When the application deadline was reached in November 2017 a notice was placed on the County Council website stating:

"Applications to the LHI Initiative for 2017/2018 have now closed. Thank you to all who have applied. "

I followed that wording when making my request. I have seen that the previous year's applications were also described as being for 2017/2018, so there may be some ambiguity; I will clarify.

In respect of my Freedom of Information request dated 20 November 2017 for: "Cambridge Local Highway Improvement Applications - 2017/2018" I would like to clarify that I am seeking information relating to applications made during the application process which was open until Autumn 2017.

I am making this clarification as while the council's notice on closure of the application process in Autumn 2017 stated: "Applications to the LHI Initiative for 2017/2018 have now closed"; I am aware that applications made in Autumn 2016 have also previously been described as being for 2017/18.

Dear Cambridgeshire County Council,

Many thanks for publishing information on the applications for Local Highways Improvements.

I would like to request an internal review to consider one aspect of the material released - the identities of the applicants.

The applicant in respect of applications within Cambridge City is always given as "Cambridge City Council" yet the text of some of the applications appears inconsistent with an application made by the city council, for example:

Application reference 3194183 states: "I am applying as the county councillor in response to requests from residents."

Application reference 3194383 states: "I have been approached as ward councillor..."

Application reference 3194387 states: "As ward councillor..."

I would like the internal review to consider if the information released is accurate, and if it may have been modified since the request was made.

I note that in contrast with the council's response to my request for similar information last year this year the council has not released the attachments to the applications. Please could the council release the attachments to :

* Application reference 3195027 (Cycle access in Arbury and King's Hedges)
* Application reference 3194996 (Photos of flooding, Fen Road)
* Application reference 3194383 (Portugal Place / Street proposals)

Lastly I note application 3195067 appears to have been mis-categorised as it does not relate to Cambridge City, but relates to Windmill Street, Whittlesey, and surrounding roads. The text again indicates that application has not in fact been made by Cambridge City Council despite the council being identified as the applicant.

The council has now published a list of prioritised schemes in meeting papers for its Highways and Community Infrastructure Committee on the 13th of March 2018:

the information published is at odds with the information released so-far in response to my request (and published by the council). The latest material shows individual members of the public and councillors as applicants.

Dear Cambridgeshire County Council,

I am still awaiting a response to my request for an internal review into the handling of my Freedom of Information request, your ref 8455. On the 11th of December 2017 the council wrote to say: "we aim to respond within 20 working days, in this case by 5 January."
