Procurement and Framework Information

Dear Lancaster University,

I would be grateful if you could please provide me with the following information on the University’s procurement process.

1. How the University procures Construction Consultancy Services?

2. If by your own framework, please advise:
a. The titles and content of the relevant frameworks
b. The start and end dates of the frameworks
c. Any possible extension periods to the frameworks
d. The companies appointed under the current frameworks (in relation to Construction Consultancy Services)

3. If there is not framework in place how do the University typically procure construction consultancy under and over OJEU value thresholds and if not a Trust procured framework which frameworks do you typically use?

1. How the University procures Construction Consultancy Services?

The University has carried out OJEU restricted tenders to create a series
of frameworks for the following disciplines: Architectural Services, M&E
Engineering Services, Civil and Structural Engineering Services, Quantity
Surveying Services and Project Management Services.

 

2. If by your own framework, please advise:

a. The titles and content of the relevant frameworks b. The start and end
dates of the frameworks c. Any possible extension periods to the
frameworks d. The companies appointed under the current frameworks (in
relation to Construction Consultancy Services)

 

Format =

Title : start date to end date (length of initial contract term  + first
extension length  + second extension length) – Number of lots

 

Architectural Services: 9.11.16 to 08.11.2020 (2+1+1) - 4 lots

M&E Engineering Services: 05.01.2017 - 04.01.2021 (2+1+1) - 3 lots

3. If there is not framework in place how do the University typically
procure construction consultancy under and over OJEU value thresholds and
if not a Trust procured framework which frameworks do you typically use?

 

For any construction consultancy requirement outside of the above, the
University will undertake either individual tenders according to the
relevant regulations or mini-competitions under frameworks such as ESPO,
Fusion 21, Pagabo etc.
