Dear Freedom of Information,
I have not received a response within the statutory timescale of 20 working days as defined in
the Act
Would you please ensure that a response is now provided without further delay.
Yours sincerely,

Dear Freedom of Information,
As I have received no response to my request my next action will have to be to complain to the Information Commissioner about the authority.
I will give you until Friday 15th September to respond before doing this, so that there is no question of your not having been given reasonable time to deal with this request.
Yours sincerely,
John Hobson
Dear Mr Hobson,
Please accept our apologies for the ongoing delay and for any inconvenience caused. We hope to be able to issue a response in the next few days.

Dear Mr Hobson,
Further to your email of 1 August, we are now in a position to respond. Please accept our apologies for the delay in issuing this response and for any inconvenience caused.
Version 6 of the Traffic Management Plan was approved on 4/1/17. Version 7 was submitted on 24th February 2017. Version 7 contained some additional text in paragraph 3.7.1 that did not appear in version 6 in relation to being able to depart from the approved traffic routeing if shown to be desirable as a result of Cuadrilla's dynamic threat assessment in conjunction with the police. There have also been a number of subsequent amendments to the TMP. The changes to the TMP have been subject to consultation including with the police and the County Council's own highway engineers and these responses are available to view on our website (ref LCC/2014/0096/1)
In addition to the above, we attach some relevant information. Due to the file sizes these will have to be submitted to you over more than one email. A further email will follow shortly.
Please note that some personal information has been removed from the attachments as such information is absolutely exempt under section 40(2) of the Freedom of Information Act by virtue of section 40(3)(a)(i).
In the event that you wish to complain about the manner in which your enquiry has been handled, you should write in the first instance to The Freedom of Information Officer, Lancashire County Council, PO Box 78, County Hall, Preston PR1 8XJ, or email [Lancashire County Council request email] and the matter will be referred to an Information Governance Manager for review and reconsideration.
If, after this stage, you remain dissatisfied, you have the right to refer the matter to the Information Commissioner's Office, contact details for which are as follows:

Dear Freedom of Information,
Thank you for your response. Unfortunately you have not addressed my request which was:
"Please provide copies of all documents or records relating to any and all discussions or correspondence with Cuadrilla and Lancashire Constabulary relating to changes made to section 3.7 and 3.7.1 of Cuadrilla's Preston New Road Traffic Management Plan in Issue 7 ( 24/2/2017)"
The very limited and incomplete information provided all post dates the issue date of Issue 7 of the TMP (24th February 2017 according to the document revision history) and cannot therefore possibly be seen as addressing my request.
I would prefer not to have to request an internal review but will do so if the full information requested is not provided without further delay.
Yours sincerely,
John Hobson
Dear Mr Hobson,
Thank you for your email. We were experiencing some issues sending you emails yesterday; an additional email was sent but it appears not to have been received by the 'whatdotheyknow' site.
Attached are further documents.
In addition to this we have another amount of information comprising correspondence on various matters including the TMP. However, due to the size of the documentation it is not possible to send this by email. We would have to provide it to you on a CD, for which we would need a postal address. However, we appreciate that you may not wish to provide an address via the 'whatdotheyknow' website, given that it will be made public. In which case, you may wish to email us separately to provide an address. Our email address is freedomofinformation AT lancashire DOT gov DOT uk - we have presented like that because we understand that the 'whatdotheyknow' website hides email addresses. Alternatively you can provide us with your address using our online form, which can be found here: https://lccsecure.lancashire.gov.uk/corp... (click the 'Next' button on that page to fill out the form).

Dear Freedom of Information,
Thank you for your further response.

I would prefer not to have to request an internal review but will do so if the full information requested is not provided without further delay.
I will email my postal address as requested so that you can send the other information to which you refer.
Yours sincerely,
John Hobson
Dear Freedom of Information,
Thank you for providing the 400 + pages of information on CD
As far as I can tell none of the material provided actually answers the FOI request which was put to you
"Please provide copies of all documents or records relating to any and all discussions or correspondence with Cuadrilla and Lancashire Constabulary relating to changes made to section 3.7 and 3.7.1 of Cuadrilla's Preston New Road Traffic Management Plan in Issue 7 ( 24/2/2017)"
Clearly information post dating 24/2/2017 which constitutes the majority of the information provided (which was presented in no obvious order by date or subject) can not be seen to be answering my request.
The request was not onerous or complicated. I would ask you again to provide the information requested without further delay. Failing this I will refer the matter to the ICO.
Yours sincerely,
John Hobson
Dear Lancashire County Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Lancashire County Council's handling of my FOI request 'Changes to Cuadrilla's Traffic Management Plan'.
Whilst a great volume of irrelevant information was provided none of it actually answered the question n my request.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/c...
Yours faithfully,
John Hobson
Dear Freedom of Information,
I guess you have the choice of continuing to ignore this request for a review, performing one , or dealing with the ICO
Would you let me now which you prefer?
Yours sincerely,
John Hobson
Dear Freedom of Information,
Internal reviews should be quick. If one takes longer than 20 working days then the authority should write and let you know, and it should never take longer than 40 working days
How long has this one taken?
Yours sincerely,
John Hobson
Dear Mr Hobson,
Please accept our sincere apologies for the ongoing delay. We would like to reassure you that your request has not been forgotten; we are attempting to obtain any relevant information from the service, and this has been chased up.
This has clearly taken far longer than we would wish, and we reiterate our apologies for the delay and for any inconvenience thus caused.
We will keep you updated with progress, though we hope to be in a position to respond soon.
Yours sincerely,
Information Governance Team
Lancashire County Council
Dear Mr Hobson,
Further to previous correspondence we are now in a position to respond.
Once again, please accept our sincere apologies for the delay in issuing
this response and for any inconvenience thus caused.
The relevant officer has searched his mailbox and has only found two
relevant emails that are attached herewith.
The officer has further advised that, looking back through the history of
the site, the main change that was introduced through TMP version 7 was
the insertion of paragraph 3.7.1. This was introduced in response to the
protestor action that had taken place since the site commenced in January
2017. It was introduced to provide Cuadrilla with more flexibility as to
the directions that HGVs could take from the site rather than being
restricted to left in–left out, as was the proposal in the approved TMP
(issue 6). The officer has not been able to find any more emails that led
to this change being made. There may have been some meetings or telephone
conversations to discuss this change but the officer does not have any
minutes or notes of these. Attached is what is held.
Please note that a small amount of personal data relating to third parties
(non-LCC officers) has been removed from the attachments in accordance
with Regulation 13 of the Environmental Information Regulations 2004.
If you do have any further queries then please do not hesitate to ask, and
we shall endeavour to respond as promptly as possible and, in any event,
within 20 working days.
Yours sincerely,
Information Governance Team
