Response to this request is long overdue. By law, under all circumstances, Tower Hamlets Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Tower Hamlets Borough Council,

I'm requesting under the Freedom of Information Act 2000

Please provide me with the following:

1. How does a new service provider apply directly to your Recognised
Provider List?

2. How does a new service provider register on to your Framework Agreement?

3. What are the Terms and Conditions must the service providers comply with regards to your Recognised Provider List?

4. Please provide me with the specific quality standard; as per your conditions must a service provider meet with regards to your Recognised Provider List?

5. Can a service provider submit their applications at anytime with regards to your Recognised Provider List?

6. How many new service provider added to your list of RPL in 2016 and 2017?

7. How many new service provider were successful or unsuccessful with regards to your RPL in 2016 and 2017?

8. How many service users have used your RPL for care service in 2016 and 2017?
9. What are the numbers of service providers offering their service through your RPL for this year 2017.

10. Please provide me with the written guidance the RPL assessors are given for the service provider RPL assessment.

11. Please provide me with the 8 standards questionnaire that were developed with people who have support needs

We are dealing with your request under the Freedom of Information Act
2000  and we aim to send a response by 13 September 2017.
 
In some case, a fee may be payable. If we decide a fee is payable, we will
send you a fee notice and we will require you to pay the fee before
proceeding with your request.
 
The Freedom of Information Act 2000  may restrict the release of some or

They don't have a list so you can't really ask for an internal reveiw.

An internal review is not asking the questions again. It is when they make a decisison which you think is wrong.

Thank you for your email and I apologise for the delay in replying. I
apologise if it was not made clear in Mr Wingate's response but as the
Council does not have a list of recognised providers, questions 3 to 10
could not be answered. 
 
The information for potential providers and the e-tendering system were
provided in the links to the Council's website and the London Tenders
Portal in Mr Wingate's response.
