Under the terms of the Freedom of Information Act (2000), please can you supply me with the following:

The names of persons working at Panshanger Golf Complex and Panshanger Golf Complex external contractors whom manage and/or maintain Panshanger Golf Complex.

I would like a list of job titles & responsibilities for those persons working at Panshanger Golf Complex and the external contractors Panshanger Golf Complex utilizes whom manage and/or maintain Panshanger Golf Complex, detailing which job titles have what responsibilities.

I would like a list of the valid and up to date certifications for each position by job titles & responsibilities.

I would like a details of whom work on each day for the past 14 months and the works they carried out on each day of those days for the past 14 months.

I would like detail of absences, namely, which persons / job titles were off work on each day for the past 14 months, and whom, if anybody, assumed that persons responsibilities.

Dear Mr Price,

Thank you for your request for information received on 21^st June 2017.

 

I have now reviewed your request for information and I have concluded that
this information will not be released under regulation 12 (4) (b) of the
Environmental Information Regulations 2004. This is because I regard your
request to be manifestly unreasonable on the grounds of cost and diversion
of resources.

 

I also consider that parts of your request should not be released as this
will breach Regulation 13 of the Environmental Information Regulations as
I consider this to be personal data of third parties.

 

In respect of the exception under Regulation 12 (4) (b) responding to this
detailed request for information would expose the authority to a
disproportionate level of disruption and irritation.  The nature of your
request and the impact of dealing with it would inevitably require a
significant amount of resources to determine whether the information is
held, search and locate the information, retrieve the information and then
extract this in the required format from the relevant records. I consider
that this is not the best use of valuable resources. It is estimated that
the time to gather this level of detail for the period required would
entail over 70 hours of officer time.  This assumes that the work is
capable of being split down in this way and would depend entirely on the
method of recording this information. 

 

In respect of the exception under Regulation 13, parts of the requested
information constitutes the personal data of third parties.  Under the
Data Protection Regulations, the Council have a duty to consider whether
disclosure of the information is fairly processed (Principle One). It is
my view that the information is sensitive and it would be unfair on the
individuals to disclose names and sickness records.  I consider that the
reasonable expectations of the individuals are that this information would
not be released.

 

The regulations stipulate that these exceptions are subject to the public
interest test.  I have considered this and I have concluded that it is not
in the public interest to spend time and money searching for information
that will not be easy to provide, if at all.  The Council have already
spent considerable time and effort in responding to your requests and
emails on this same matter and have concluded that these are now becoming
a burden to the authority. My view is that the disclosure of any personal
information that has not been agreed to by the third party would be unfair
and would outweigh any possible public interest in disclosure.

 

You have, as stated below the right to appeal my decision.

 

I can also inform you that the appeal panel will be meeting on Wednesday
26^th July to consider appeals against your previous three requests.  I
will write to you with the panels views shortly after.

I am writing to request an internal review of Welwyn Hatfield Borough Council's handling of my FOI request 'Panshanger Golf Complex - staff roles & responsibilities'.

Yet again (this is the fourth time), a request for information regarding Panshanger Golf Complex has been rejected. That site, managed by Finesse Leisure on behalf of Welwyn Hatfield Borough Council, seems a black hole regarding information release.

So again I ask for an internal review. I don't hold out much hope you will be able to convene a panel to review this. I hope to be surprised.
