Thank you for your FOI request, copy below. 

 

Your request is for a large quantity of information and we therefore
estimate it may take up to eighteen hours or more to collate all the
information that you are requesting.  As you can imagine there have been a
number of officers and services involved in this project.  For example
just looking at retrieving emails is not as simple a task as it appears as
the Council does not have journaling or eDiscovery tools to interrogate
our systems and retrieve data.  Unfortunately, we would need to
interrogate each live and deactivated mailbox individually and this alone
would take a disproportionate amount of time.   

 

I am writing to ask that you clarify exactly what information you really
need. You will no doubt be aware of the pressure public sector
organisations are under to make huge cuts while maintaining the public
services we deliver. It may be that we can provide information that is
equally useful to your purpose without using so much staff time. If you
tell us your reason for wanting this information, we would be better able
to advise on alternative approaches.

 

We will not continue with this response until we have received a response
from you.

Dear FOI,

Thank you for your response to my request. I appreciate the financial challenge facing council and the potential scale of the request. In order to assist you I will suggest scoping down the request to cover the following areas, Property, Land, Assurances, Agreements - all emails which pertain to Spurs and any adjacent land correspondence and emails between councillors, officers, employees and consultants of Haringey and Spurs - for the period May-December 2016. I have shortened the timeframe and removed for now parent and subsidiary companies of Spurs. This should considerably reduce the time commitment to provide the necessary information.

As you can see from the exchange we have had I have already reduced the original request from 5 years to 24 months, this is a matter of critical importance to many residents of Haringey. I do appreciate your limited resources, i will therefore further narrow my request - to such documents in all formats from the period April 1st 2016 to April 1st 2017. I trust that will be a suitable compromise.

Your original FOI request was for:  All correspondence for the period

You have now asked us to narrow your request down to information  from
April  2016 to April 2017.

 

Unfortunately changing the dates does not really bring the time/cost
down.  Your  request is still too broad and it crosses a number of
departments: Property, Regeneration, Highways, Legal,  Planning etc.

 

I am writing to ask that you refine your request by being more specific
about what information you wish to obtain.

 

It may be that we can provide information that is equally useful to your
purpose without using so much staff time. Although there is no requirement

Dear FOI,
I do not think it is unreasonable to request All correspondence for the period
May-December 2016 between councillors, officers, employees and consultants
of Haringey and Spurs relating to Property, Land, Assurances, Agreements. I have already narrowed down this request from a five year period to 12 months. I will further narrow the request to Council members and officers within the same time frame, emails and written correspondence. I have tried to narrow the request significantly I trust that this is now achievable. I do not wish to have to resort to appeal.

The problem is that the topics you have identified: property, land,
assurances,  and agreements are rather broad and vague.

 

Our officers have correspondence with the  Tottenham Hotspur Football Club
on a range of issues, including road closures on match days, community
outreach, the redevelopment of the club’s White Hart Lane stadium, and the
broader regeneration plans for the surrounding area etc.

 

It would be helpful if you can clarify what information exactly you wish
to obtain.

 

Can you also please clarify if by ‘Council members’ you mean all
Councillors or just the Cabinet members?
