We're waiting for kone to read a recent response and update the status.

Dear Islington Borough Council,

Housing management and repair to some 6500 local authority owned dwellings are being carried out by PFI PARTNERS FOR ISLINGTON.

Please, for period 01 Jan 2012 to today, please disclose and provide copies of

1) Of all listed building consent applications made in respect of local authority owned dwellings which are managed by PFI PARTNERS.

2) All decisions by the council or its officers concerning above listed building applications.

3) Please disclose all correspondence between the council and the PFI managing agent, or its agents in respect to listed building consent applications.

In your request, you asked us:

After consulting our Environment & Regeneration and Housing & Adult Social
Services departments, the following response can be provided.  Please see
below.

Thank you for your request for information which we have responded to as a
request under the Environmental Information Regulations.

 

The Council does not maintain a list of listed building consent
applications that are specifically local authority owned dwellings managed
by PFI Partners so for the purposes for the EIRs, we do not hold the
requested information. 

 

Partners manage a total of approx. 6339 dwellings which equates to 2834
properties and for us to provide you with the information requested we
would need to cross-reference all 6339 addresses with the Planning
Application portal to establish whether each of the addresses were the
subject of any planning applications.  Of those properties, we would then
need to establish which of those properties were listed buildings.  Even
allowing a very conservative figure of 3 minutes to check each address,
that would require 317 man hours just to identify the properties within
the scope of your request. 

 

We should also point out that, in general, repairs and maintenance do not
require planning application consent; only new and additional uses or
complete demolition require planning application consent.  We are
therefore refusing your request by virtue of Regulation 12 4 (b) on the
grounds that we consider the scope of your request to be manifestly
unreasonable on grounds of cost.  In coming to this decision, we have
referred to the Information Commissioner’s published guidance which you

you with a list of all the properties managed by Partners for Islington
and you could then cross-reference this with the planning portal available
