amounts of ILF funding devolved to local authorities

Dear Department for Work and Pensions,
Could you tell me whether the full amount of ILF funding a person was assessed as needing has been devolved to local authorities or just the amount of funding net of contributions a person was expected to make?

If payments are net of contributions in many cases this will mean that local authorities would lose £106 per person per week as well as having the devolved funding cut by 5% for death rates. Is that correct?

this has to be one of the biggest scams ever pulled by DWP. So much for a cut of 5% to account for the death rate of ILF recipients but up-front cuts of £40 to £106 a week as well were never mentioned at all anywhere.
