why it is not possible to claim Mobility for someone aged over 65

Dear Department for Work and Pensions,
I would like to know why it is not possible to claim Mobility for somebody who has become disabled over the age of 65.

My father is 83 years old suffers from vascular dementia and has poor mobility, he needs a walking stick to get around. It was for this reason that we managed to get a Blue Badge for him with very little problem as he requires us to take him by car to attend G.P and hospital appointments and to go shopping. Therefore we are requesting to be allowed to a claim for mobility allowance which could be used direct for a mobility car to enable him to a better quality of life.

My father's mobility has deteriorated with age, he now claims Attendance Allowance; but researching the web site, found that somebody who has become disabled under the age of 65, and is on DLA has the ability to continue getting the mobilty component over the age of 65.
I am disappointed to find that my father cannot apply due to his age as we all grow older it is inevitable that health declines. He does not have the opportunity to get these benefits which would help him get out when he wants or needs to go somewhere. I know it may only be down to the shops, surgery , hospital or picking up his prescriptions. Its as if when somebody reaches the age of 65 that they are expected to stay indoors.

I would be grateful if you could clarify if my father could or could not obtain a mobility car.
