2, Can you also provide the numbers of those sanctioned who asked (appealed) for a Mandatory Reconsideration?

Thankyou for the clarification ... however your link to a 'user guide' for the program comes up with a 404 error (page not found). As the system is supposed to be accessible by every body, I would suggest an explanation of how to use it (in layman's terms) would be advisable)
