Yes it is the "note from The Hon. Mr Justice Spencer A Presiding Judge of the South Eastern Circuit".
It was forwarded to the CSP by the Justices’ Clerk for Cambridgeshire on behalf of the magistrates and refers to Cambridge Magistrates within:
'8. In connection with the issues which have arisen in Cambridgeshire, the Senior Presiding Judge for England and Wales has specifically confirmed that the Directions clearly prohibit magistrates from being Community Safety Partnership members, although they can attend as observers.'
