Please see the answers to your queries below:

 

 1. How many employees were on zero hour contracts in the last five years
if any?

The Council does not employ staff on any contracts that are specifically
defined as “zero hours”.  However, there are staff employed as casual
workers but who are ‘regular casuals’ i.e. they work on a casual basis but
have fairly regular patterns of work – they are not obliged to accept work
when offered to them and there is no restriction on them working elsewhere
if they choose to do so.   They are not contracted to zero hours contracts
per se.  Therefore the Council would deem that it has no staff employed
under contracts where they agree to be available for work as and when
required without particular numbers of hours or times specified. 

 

However, it may be helpful to the requestor to have the following
information.  The Council is not able to provide information for the last
five years as the there are no records of those employees who are regular
casual workers dating back to 2008, although there are records from March
2011; the detail of which is provided below. 

 

March 2013 – 89 “regular casual workers” .

March 2012 – 118 “regular casual workers”.

March 2011 – 104 “regular casual workers”.

 

 2. What proportion of the overall workforce does represent?

 

March 2013 –1.5 % of all employees, including those who are deemed to be
general casual workers.   

March 2012 –1.74% including those who are deemed to be general casual
workers.    

March 2011 – 1.33% of all employees including those who are deemed to be
general casual workers

 

 3. What rights do employees on these contracts have? For example, are
people on these contracts allowed to refuse shifts, do they receive
any employment protection?

Regular casual workers are not obliged to accept work when offered to them
and there is no restriction on them working elsewhere if they choose to do
so.  They will be provided with sick pay, holidays etc in accordance with
statutory requirements.  Some employment protection depends on length of
service so each case would be decided on its facts.  Please define what is
meant by employment protection if you require more information on this
point. 

 

 4. If you have a standard zero hour contract could you please supply that
as well.

The Council does not have zero hours contracts, just casual workers
whereby individuals work on a regular basis, so, the Council records them
as regular casual workers who accrue employment rights as defined in Q3
above.

 

 5. Can we see a summary of the distribution of age, gender and ethnicity
within zero hour contracts?  See below

 

Gender and Age Band per year.  Please note that a * denotes that the
number is less than 10.  The exact number will not be released as it will
enable individuals to be identified.

                Gender and Ethnicity per year.  Unable to provide this
information as there are insufficient workers who have returned this
information to the Council when requested.  The numbers that the Council
does have will not be released as it will be possible to identify
individuals.
