Zero Hour Contracts

Dear Wirral Metropolitan Borough Council,

A) Please advise how many employees of Wirral council were on ‘zero hour’ contracts over the last 3 years?

B) Please advice how many contractors for Wirral council, providing council services, have used ‘zero hour’ contracts over the last 3 years or whether this information is not sought during contract procurement?

C) Could I finally have a breakdown of the roles that the ‘zero hour’ contracts apply to in points ‘A’ and ‘B’ above?

Note: a zero hour contract is defined in parliamentary briefing note SN/BT/6553 as a -colloquial term for an employment contract under which the employee is not guaranteed work and is paid only for work carried out. They generally lead to a form of working where the worker is not guaranteed any work but has to be available as and when the employer needs them

information in response to your queries below:

 

Wirral Council does not issue zero hours contracts to any employees.

 

Wirral Council does not have a policy on the use of “zero hours” contracts
by contractors.

 

Wirral Council would not hold information about the resource management of
our contractors as how they manage resources is an matter for the
contractor.

I worked for Wirral DASS from 2004 to 2013, I was in the local government pension scheme and accrued holiday hours. I never signed a contract until Sept 2012 when I was given a 24hr contract. I left under the evr scheme in July.There were others in the same situation and I imagine that although we had no contract that we knew of,we must have been more than casuals to be paying into a pension. There were week's when I had zero hours too.
