Thank you for your request for information received on 26^th February 2021


We have considered your request and enclose the following information:


I am writing to kindly ask whether I could request information on the
number of people employed by the local authority on a zero-hours/casual
contract for the years 2019-20 and, if available, 2020-21.


We do not employ staff on zero hour contracts where there is a mutual
obligation or an exclusivity clause. There is a custom and practice of
employing Casual / Supply / Relief arrangements. These individuals are
offered work, when and if this becomes available. They are under no
obligation to accept the work offered, and they are paid in accordance
with the Council’s pay and grading structure.  They do not have their
contracts terminated if they refuse work.  Many of our casual staff may
have secondary employment either with us or other employers, and value the
flexibility this brings.
