1) The current cost of providing return transport per child per year by each type of transport (i.e. Bus, Private taxi),
as well as the total costs and total number of young people using each service. Pupils that do not require return transport please just indicate the number.

2) Total number of children attending Ysgol Gyfun Gwynllyw from Newport during 2012/13 and this figure broken down by electoral ward.

From April 2nd 2013 individual Leisure bookings and Library renewals will
no longer be available via the telephone.
 
The service will be available online and face to face Leisure bookings can
be done at any of the Leisure Centres.
 
Library renewals can also be done online and face to face at any library.

We wouldn't know the answer to question 2 as our department only deals
with those pupils who apply for transport and we would have no knowledge
of those that don't.

Dear James Cheshire,

Thank you for the quick response, could you clarify that the cost of travel as per your figures is £791 for the 242 pupils per school day.

As you did not indicate the form of transport, are these all taken by bus/coach or are any taxis used where pupils live in the outer regions of the city.

Also, I trust that my question with regards to the number of pupils was forwarded to the Education Service Area to respond as I am sure that they must know how many children attend the school from Newport and where they are located by ward.

I look forward to clarification on all points.

Further to your recent email. I hope this answer your questions.
 
Yes, this is exactly what the figures say ie Total Daily Passengers 242
and Total Daily Cost £791.  The individual contract information breaks
this down to show the daily passenger numbers and daily cost of each
contract.  The passenger numbers indicate the size of vehicle ie a coach
in all cases except 1/05/a which is a minibus as it only requires 16
passenger seats.

Dear James,

Thank you for your response, I am a bit disappointed that this information could not be gathered.

There is an 18 hour limit on an FOI and I am positive that the small number of children that attend this school can be broken down into wards within the time limit.

Also, if you cannot process the information, you are supposed to tell me in detail, the time limits involved as well as costs if it exceeds 18 hours (have a chat with your solicitor, he knows how it should be worded)

To say it is stored on different systems, just sounds like an excuse from the section not to do it.

All addresses of pupils are stored on your database systems with school information, so even if they do not contain their wards within the database, an officer would not take more than 2 hours to process 300+ records.

This is my final request for the information. If I am not provided with a reasonable reply I will have no hesitation in asking for an internal review.

I have now completed the internal review into your recent FOI request, in
relation to the number of children from Newport attending Ysgol Gyfun
Gwynllyw broken down by ward.
 
In reaching our conclusion, we have considered ICO guidance on determining
if information is held; this guidance can be found at

In accordance with the above guidance, we have identified the "building
blocks" required to produce the information you request. These blocks are
the addresses of pupils attending Ysgol Gyfun Gwynllyw and the ward
boundaries within Newport. These blocks are stored independently of each
other in separate information systems; one held within the Education
service area, the other held within our Spatial Data team.
 
The information you request could only be produced following a "data
matching exercise" whereby the addresses of pupils are cross-referenced
against the ward boundaries. Such exercises are undertaken by officers
skilled within the technologies involved (manipulation of data, databases)
and could not effectively be performed by someone with little or no
rudimentary knowledge of data matching.
 
Therefore, our view is that in order to produce the information you
require, we would need to create new information. In accordance with the
guidance above, we therefore uphold our original decision that the
information is not held for FOI purposes.
If you are not unhappy with the outcome of this review, you may apply
directly to the Information Commissioner for a decision. The Information
