'The Yoxall Bypass is a historic proposal that is periodically revealed on searches. I have attached the information that we currently provide.

In the distant past the Yoxall Bypass was included in the County Structure Plan 1986-2001 and protected against development. However, following review (Major Road Schemes Review Report July 1999), it was not included within the list of Highways Schemes promoted within the new Structure Plan 1996-2011 and its protected status was subsequently also reviewed. In October 2002 a report was taken to Development Services Department Scrutiny that recommended that this scheme (amongst others) be further reviewed following Local Plan processes , resolutions of planning applications and other consultation exercises. I have attached the relevant text. The decision was subsequently endorsed by Executive 6/11/2002 (see attached).

In summary, it was concluded that the benefits of the scheme were insufficient to attract public finance and that it could only come forward if privately funded by development. The subsequent Local Plan(s) did not allocate housing or include the scheme - hence it has remained on land charges records to be disclosed and has never been formally abandoned.

A small development (Lion court homes) has now been constructed that effectively prejudices its provision on its original line. We are currently investigating whether the route protected can be amended slightly by way of Cabinet Member Delegated Decision. The scheme is not currently included in any County Council forward programme.'
