Dear Kent County Council,

There was inquiry into Kent Adventure Training Corps (KATC) at the time of MacPherson Inquiry.

This inquiry was raised independent of my concerns.

I contacted the inquiry and it emerged that Kent Police were concealing from KCC that a KATC adult leader was on Reliance Security at Deal Royal Marines Barracks in the terrorist bombing year 1989. And Kent Police were concealing that REME Corps Secretariat, under my request in 1998, had run a service record check on that KATC leader and, as a result, called in MOD Police.

Kent Police were thus concealing from the KCC safeguarding inquiry the inquiry into alleged forged documents of TWO KATC leaders. Engineering qualifications of a maintenance engineer at Sericol and Army Service record of the 1989 Reliance guard.

Kent Police were also concealing from KCC Safeguarding Inquiry that a Thanet Cllr had called in Met Counter Terrorist Branch also 1998.

By 1998 the ground water remediation project at Sericol had been running for five years and hence had already remediated over two hundred tonnes of cyclohexanone from ground water under the Sericol site. Water supply abstraction at nearby Rumfields had been turned off in 1993 upon discovery of Sericol massive contamination of Thanet water supply.

The KCC Police Authority had called for inquiry into KATC, Deal Barracks bombing and a range of related paramilitary matters in 1997. And HM Coroner Thanet had called for related inquiry which in fact crossed into two murder inquiries 1996. Chillenden hammer murders and Ken Speakman of 6th Thanet Gun Range.

Hence whilst refusing calls for inquiries from HM Coroner and KCC Police Authority Kent Police were also concealing material facts from KCC Youth Safeguarding Inquiry into KATC.

In a recent response to FOI you said you have no record of Sericol contamination of Thanet water supply and no record of the need for epidemiology inquiry such as into Thanet high rates of ectopic pregnancy and COPD.

Please disclose whether or not your county solicitor has a file and why he refused to sign, to endorse a decision of CEO to PCC, which was required to get Royal Courts of Justice to accept the file application for Judicial Review ? It appears not only was he dodging a determination in court he also failed to disseminate information to environmental and public health and economic development and safeguarding functions of KCC.

I am writing to ask you to clarify your request. This is because we need
further details from you in order to identify and locate the information.
In order to conduct a search for any legal files, we'll need to know what
sort of time period we're looking at (eg the time when advice on a JR may
have been given) and what the subject matter is. If you can give any
indication as to who the parties may have been then that would help too.
And please can you clarify what is 'CEO to PCC'?
 
I will not be able to take this matter further without this extra
information from you. Please let me know by 24/08/2018.
 
If I do not hear from you within the timeframe provided, I shall take it
that you do not wish to pursue this request and will consider the request

Dear Kent County Council,

(1) CEO to PCC is Chief Executive Officer to Police and crime Commissioner.

(2) The named interested parties were Cllr Iris Johnston then of Kent Police and Crime panel and KCC Cllr William Hayton formerly of Kent Police Authority

(3) On 12th December 2014 I wrote to another person, an industrialist, setting out the history and offering to list him as an interested party. He elected silence.

(4) So application for judicial review of Mike STEPNEY CEO to Kent PCC was early 2015

(5) The Royal Courts of Justice advised that they cannot review decisions taken by an individual. First I asked Kent Police and Crime Panel to endorse Mike STEPNEY decision. They elected silence.

(6) Then I asked County Solicitor to sign to endorse STEPNEY. County solicitor elected silence.

(7) In June 2015 STEPNEY left Kent Police and Crime Commissioner to join UK Border Force.

(8) Your county solicitor would have had to be mindful of THREE legal compulsions to report and would have been duty bound to advise Kent PCP and County Council.

(9) A conversation took place in Spring 2014 between a man who had a KCC economic development business card and a potential investor in plans to acquire Manston. The information the alleged KCC Officer imparted to the investor was subject pf the above laws of duties to report. This was Spring 2014 several months before Judicial Review application described above.
