The interview technique used was a question and answer system, based on
the job descriptions and shortlisting criteria. Advice was sought from
council officers and the PCC policy officer to determine the right level
of questioning to use.

 

The Peer panel was made up of young people, who used local authority youth
services and are specially trained by the local authority as interviewers
to assist in recruiting local authority youth workers.

9. Copy record of the independent report into communication procedure
between the Force and the office of the PCC.

 

Currently there is not a report into the communication procedure between
the Force and the Office of the Kent Police and Crime Commissioner
(OPCC).  However, a report has been commissioned into the recruitment
which should be delivered by the end of September by a representative of
the University of Central Lancashire with expertise in policing, and
independence.

This is not something that requires a formal tender process because it is
below the £5,000 cost needed to start such a process.

 

10.Copy record of further developments regarding YPC post to present date
of response.

 

Currently, the Commissioner is taking a break from the recruitment of a
Youth Police and Crime Commissioner, however, we are still receiving a
large amount of interest in the role and we are collating potential
applicant’s details so that we can contact them when the recruitment drive
re-opens.

purchase of lunch and travel costs:

Peer panel member 2 - £2.50 (Lunch).

Peer panel member 3 - £4.50 (Lunch).

Support was given, in person, by the Commissioner and other senior
officers from the OPCC. The Commissioner’s office also linked in with Ms
Brown’s employer and both organisations offered counselling and support.

 

Discussions were also held with Ms Brown’s parents, and then Ms Brown was
contacted by an external firm of lawyers, Osborne Clarke Solicitors.

Firebird is an external Media Management company which has no affiliation
to the Commissioner or her office. Any change in Ms Brown’s twitter
account has been done so externally and not under the direction or
instruction of the Commissioner’s office.

ownership of this account.

 

17.Detail and copy record of Kent Police and Crime Commissioner's
relationship with Osborne Clarke solicitors and how the prior YPC came to
be represented by them.

 

The Commissioner has had no relationship with Osborne Clarke Solicitors
and we have no involvement or information in relation to the second part
of your question.
