Dear Conwy Council,

I make this request under the Freedom of Information Act 2000.

I require the following information.

1. List of youth clubs funded and maintained by Conwy County Borough Council.

2. List of all weather recreational pitches funded and maintained by Conwy County Borough Council.

3. List of all recreational, youth and leisure facilities in Llanddulas funded and maintained by Conwy County Borough Council.

4. The frequency of use by Conwy County Borough Council of Llanddulas Youth/Community Club.

5. A break down of money spent on recreational, youth and leisure facilities in Llanddulas in the past 10 years compared to a) llysfaen b)Abergele c)Old Colwyn. a pro-rata formula may be used.

6. A list of provisions made by Conwy County Borough Council to encourage social development and physical exercise for the under 18's in Llanddulas.

7. The hire charges paid to Llanddulas YC since 2000.

8. Donations of money labour or materials to Llanddulas youth club since 2000

I apologise for the delay in providing the following information.

1. Still in hand.

2. Colwyn Leisure Centre, Aberconwy Sportshall, Abergele Leisure Centre,
John Bright Leisure Centre, Dyffryn Conwy Leisure Centre, Ysgol Bryn
Elian.

3. Still in hand.

4. Leisure have utilised the facility annually 2000, for the running of
the summer playschemes. Facility would have been used for 2 days a week
for 5 weeks of the summer holiday period.

5/7. This will relate to the play-scheme usage of the youth club and is an
amount for which we will have been invoiced by the management committee at
the youth club as follows:

2002-03 £250

2003-04 £250

2004-05 £250

2005-06 £250

2006-07 £300

2007-08 £300

Total - £2533

In terms of the comparison for the other 2 areas mentioned, Old Colwyn
offer the use of their facilities for free.

In Llysfaen 2 facilities are utilised at the request of the Town and
Community Council, so the amount is more, however per facility it will be
on a par with Llanddulas.

8. No record exists nor information held regarding grants/contributions
made to Llanddulas from the development budget or the capital programme.

Your request for an internal review is acknowledged. It will be
considered by an appropriate officer who will contact you in due course.

As advised on the 12/5/2010 information in relation to questions 1,3 & 6
were still in hand. These questions are addressed below;

1. There is not a finite figure available. Conwy Youth Service is
divided into 5 geographical operational areas and the numbers of youth
clubs operating in each area can fluctuate due to a number of reasons
mainly seasonal issues - some only operate within certain months of the
year or youth clubs can be closed or opened based on the assessment of
needs in each area. Conwy CBC funds a range of youth work intervention
besides youth clubs such as mobile provision, work in schools, outreach
work, special events etc. Conwy CBC also gives an annual administration
grant to the Clwyd and Eryri Young Farmers Federation in order to help
both federations facilitate the running of young farmers clubs of which
there are 8 in the county.

3. The only facility funded by Conwy Youth Service is for the staffing
of Llanddulas Youth Club for 1 night per week and the payment of rent to
hire the facility for such activities.

6. The CYS staff, delivering at its provision in Llanddulas are expected
to provide a balanced programme of activities as per the requirements of
the Youth Work Curriculum Statement for Wales recommends. This would
include physical exercise.

Dear Mr Faux

Your internal review request in relation to provision of information in
accordance with the Freedom of Information Act 2000 has been considered.

I have conducted a thorough reconsideration of the decision and handling
of the request as a senior member of staff who was not involved in
dealing with the original request.

I discussed your request for review with staff involved in making the
original decision to clarify the reasons for the decision and exploring
whether an alternative outcome should be considered.

The service in question should have advised the Information Regulations
Unit before the 20th day of any delay in coming to a decision to allow
for a' fees notice' to be issued. I apologise on behalf of the Authority
that processing the request exceeded the 20 day legislative deadline by
16 days.

On the 14th of May the final response to your initial request was made
available by answering questions 1, 3 and 6. I am not aware of your
dissatisfaction in relation to the information made available.

In relation to your dissatisfaction with the response to question 5 it
enabled a fresh decision to be taken on a reconsideration of all factors
relevant to the issue.

Attached please find a detailed breakdown of monies spent on
Recreational, Youth and Leisure facilities in Llanddulas in the last ten
years compared to Llysfaen, Abergele and Old Colwyn

As part of the review I was of the opinion that clarification against
the response made previously in relation to the 'Play Scheme' be
elaborated further.

The Active and Creative Lifestyles Section utilise Llanddulas youth club
for the provision of Summer Play schemes, providing open access play
opportunities for children aged 5 to 13yrs of age. The schemes run for
period of 5 weeks of the summer holidays. Community facilities are
booked throughout Conwy, the youth club in Llanddulas has provided this
service annually for the past 10yrs. The management committee
responsible for the taking of bookings at the facility invoice the
Section for the use of the facility over the five week period.

Response time in this particular request for information will be drawn
to the attention of the relevant Head of Service and Officers. They will
also be presented with relevant Conwy Policy Procedures together with
the outcome of this review.
