Youth Centre Data by Council

We're waiting for Nikhil Datta to read a recent response and update the status.

Dear Sir / Madam,

Could I please have a list of council run youth centres and clubs with their address, which have operated at any point between 2010 and 2019, along with dates of opening and closure if they started or ceased operation over the period.

Information in the form of an excel or csv format would be appreciated.

with the Freedom of Information Act under the above reference number.  The

Your request

Could I please have a list of council run youth centres and clubs with
their address, which have operated at any point between 2010 and 2019,
along with dates of opening and closure if they started or ceased
operation over the period.

Our Response

In issuing our response the council have applied S12 of the Freedom of
Information Act. 

This means that the council does not have to comply with your request if
the cost of doing so exceeds the ‘appropriate limit’, which for local
authorities is 18 hours.  This applies to the time taken spent locating
and collating the requested information.  

If you wish to narrow the scope of your request and resubmit this to the
council then of course we may be able to provide this information.

If you are dissatisfied with the way in which the council have managed
your request you can pursue an independent review by contacting us at the
above address and your request will be considered by the Information
Manager who will update you with the outcome. 

You may also wish to refer your case to the Information Commissioner’s

I am writing to request an internal review of Thurrock Borough Council's handling of my FOI request 'Youth Centre Data by Council'.

I have sent this request to 203 councils in the UK. Not a single one other than Thurrock Borough Council has claimed that compiling information on Youth Centre addresses, opening and closing dates between 2010 and 2019 will take more than eighteen hours. I've received either complete or partially complete information from every other council that has responded so far. Absolutely no information pertaining to my request was present in the response from Thurrock Borough council, nor was any calculation of what the time taken or fees would be if the request was carried out.

I am writing to advise that the investigation of your Internal Review
received on 30^th April 2019 has now been concluded, I apologise for the
late response. 

 

Your request:

The Council’s original reply:

Request for Internal Review:

Outcome of Internal Review:

 

I have reviewed the council’s decision to withhold the information
requested and taken into consideration the points you raised in your email
dated 30.04.19. It is my view that the council incorrectly applied the
exemption of Section 12 to this request.

 

It is my view that the information requested should have been supplied,
please find a list of the youth centre and clubs along with their
addresses which have operated between 2010-2019 below.  I hope this
satisfies your request.
