Dear Coatbridge College,
I am writing to request information under the Freedom of
Information Act (Scotland) 2002 on the structure, competencies and
remuneration of your Human Resources function.

I shall be grateful if you would provide me with the following
information in respect of your Human Resources (HR) function:

1. An organisational chart indicating all the posts within your
institution which constitute your HR function. If HR-related
activities (eg Learning & Development, Organisational Development,
Health & Wellbeing, etc) are managed outwith your main HR function,
please include information on these as well.

2. Details of the overall role and specific duties undertaken by
each of the posts detailed in (1) above (eg job descriptions, role
profiles, etc).

3. Details of the competencies required for each of the posts
detailed in (1) above (eg person specifications, competency
frameworks, etc).

4. The remuneration package for each post, including:
a. The gross salary range (or spot salary) applicable to each post;
b. Any bonus/merit/performance payments that the posts are
potentially eligible for and the procedure for awarding these;
c. The annual leave entitlement, please detail if bank holidays,
institutional closure periods, are in addition or included in the
annual leave entitlement.
d. Details of any superannuation scheme.

5. Details of your total HR staff cost in £ (sterling) and as a
proportion of your
a. Institutional income;
b. Institutional payroll, including salary on-costs.

6. Details of the total HR budget, including whether this includes
staff development for HR staff.

7. Details of any institution-wide, centrally administered staff
development budget, how institutional and individual priorities are
set and the process for allocating and/or accessing these funds

To place this data in context I shall be grateful if you would also
provide me with the headcount and full-time equivalent of your:

1. Academic staff
2. Support staff

I would like the above information to be provided to me in an
electronic format.

(Scotland) Act 2002 in relation to Coatbridge College’s Human Resources
function.  The information you request is as follows:

See attached organisational chart.  The College’s HR function is part of a
broader Organisational Development function.

 

2.    Details of the overall role and specific duties undertaken by each
of the posts detailed in (1) above (eg job descriptions, role profiles,
etc).

Posts in the HR function are subject to support staff conditions of
service.  The postholders are entitled to 23 days annual leave exclusive
of 12 Public Holidays, rising to 26 days after 3 years service and
thereafter 1 day extra per year until 30 days at 7 years service and a
maximum of 31 days at 10 years service, with the provision that 6 days
annual leave is required to be taken for the Christmas closure which is
determined by the College calendar. 

 

d. Details of any superannuation scheme.

 

All support staff are entitled to join the Scottish Local Government
Pension Scheme, details of which can be found via their website as

5.    Details of your total HR staff cost in £ (sterling) and as a
proportion of your a. Institutional income; b. Institutional payroll,

Total HR staff cost (excluding oncosts) - £110K

(a)  0.95% of income and (b) 1.6% of payroll

 

Details of the College’s income, payroll and overall salary costs are
published via its audited annual accounts that are made available via the

6.    Details of the total HR budget, including whether this includes
staff development for HR staff.

 

The total HR budget amounts to £271K inclusive of a staff development
budget that will include development for HR staff.

 

7.    Details of any institution-wide, centrally administered staff
development budget, how institutional and individual priorities are set
and the process for allocating and/or accessing these funds

 

For the period 2012-13, the College has had a staff development budget of
£75K.  Staff development priorities College wide are derived through the
College’s self/team evaluation and planning processes and supported by
in-service training periods throughout the College year.  Individual
training priorities are derived through the mandatory Staff Development
Review process which is an opportunity annually for staff members to meet
with their manager and reflect on their individual professional and
personal development needs.  Individual training plans are developed from
this process and training activity coordinated by the HR function. 

 

You have also asked me to confirm the headcount and full-time equivalent

be undertaken by staff not involved in the original decision making
process.

 

If you are dissatisfied with the outcome of a review, you have a right
under FOISA to appeal to the Scottish Information Commissioner. If you
wish to do so, you must appeal to the Commissioner within six months
