Dear Health and Safety Executive,
The NRPB, National Radiological Protection Board makes it clear many years now that directed energy weapons or DEWs are non-ionising radiation and that computerised dosimetry is the way to establish if a target got shot,injured or tortured by DEWs.The ACPO, MoD and many secret agencies, like Interpol, MI5,CIA etc use DEWs as they chose.Reading the Patten Reports ,6 pdfs and any other updated from ACPO I cannot locate where was it arranged, with HPA Health Protection Agency or HSE or other non-ionising radiation specialist department to check with computerised dosimetry and make any user of DEWs accountable and prosecutable if they do criminal attacks on targets as DEWs energy injury is UNSEEN by GPs and seen/measured ONLY by computer. This is well known to HSE, HPA and all other non-ionizing radiation departments. Please publish your documentation how do you safeguard that you are not aiding and abetting torture by DEWs by blocking access and keeping secret or sending away targets of DEWs torture injuries from computerised dosimetry for non-ionising radiation to locate where a target was shot and was it in legal public order conditions or not. Your documentation that you were not aiding and abetting torture all these years and you were not prosecutable under Section 134 of the Criminal Justice Act 1988.
