Your analysis showing no correlation between number of investigations conducted and public confidence
Dear Independent Office for Police Conduct,
Independent Review of the Independent Office for Police Conduct (IOPC)
(dated December 2023 and published 21 March 2024)
'595. Nevertheless, the IOPC told us their analysis showed no statistical correlation between the number of investigations it conducts and public confidence. We suggest this may be because the public is unaware of the dramatic fall in independent IOPC investigations...'

Dear J Roberts
Thank you for your information request. The IOPC has not carried out specific analysis of any statistical correlation between the number of investigations carried out and the levels of public confidence. Over the time since the IOPC’s predecessor (the IPCC) was created in 2004 the number of investigations carried out has varied over time from just over 100 investigations a year to 700 to 800. The data we collect on public confidence in the IOPC and the police complaints system shows that there have not been any noticeable difference is levels of confidence when numbers of investigations have gone up or down.
You can read further information regarding the regular surveys and feedback that we obtain to assess public perceptions of the police and their confidence in the police complaints system and our organisation on our website here: https://www.policeconduct.gov.uk/our-wor....
As outlined in our Strategic Plan 2022-27: https://www.policeconduct.gov.uk/publica..., independent investigation is one of the ways that policing can be held accountable but is not the only way. We know from research and stakeholder feedback over a number of years that the public value the opportunities the complaints system provides for policing to learn and improve. We therefore use a range of evidence to understand where policing needs to improve and to inform decisions on the right mix of work to have an impact in each area.
We hope that you find this information helpful. Please remember to quote reference number 5024802 in any further correspondence about this matter.
Yours sincerely
