Dear Cheshire West and Chester Council,

I would like to know about your involvement in a police accredited persons scheme.

I would like to know –

1. The number of council staff who are accredited persons, and the powers they hold;

2. Any records you hold on the activities of these accredited persons, including:
- any fines they have issued (if possible, please give annual figures broken down by offence);
- the number of incidents of alcohol confiscation.
It is part of the conditions of the accredited persons scheme that you keep records of this kind.

Dear Ms Appleton

Thank you for your request under the Freedom of Information dated 28 March
2012 and logged as 328288.

 

Your request has been dealt with under the Freedom of Information Act and
I can confirm that Cheshire West and Chester Council do hold some of the
information you require.

 

For purposes of clarity I repeat your questions below and then print the
answer immediately underneath each question. 

   

    1.        The number of council staff who are accredited persons, and
the

powers they hold;

There are currently 16 Community Safety Warden with accredited powers from
the Chief Constable

    2.        Any records you hold on the activities of these accredited

persons, including:

any fines they have issued (if possible, please give annual

figures broken down by offence);

the number of incidents of alcohol confiscation.

 

The Accreditation Scheme ‘does not’ prescribe that records have to be
kept, and the number of alcohol confiscations are not recorded.

 

From February 2012 we have put a performance management framework in place
to ensure that we are able to analyse their activities but data is not yet
available on this.

 

In relation to the Fixed Penalty Notices for litter and dog fouling the
numbers are as follows:
