Dear Linda Allsopp,

Thank you for clarifying this. The Sheffield Management Board must operate in a different way to other similar bodies, who have not needed to make large redactions in numerous documents.

I would like copies of the Management Board Minutes for 24-01-13 and 24-10-13 please, with each redaction marked by the DPA section under which it is being withheld.

I would like copies of all the listed Reports and Documents considered by the Management Board please, with each redaction marked by the DPA section under which it is being withheld.

I am writing to request an internal review of Sheffield City Council's handling of my FOI request 'YOT Board Minutes'.

This request was made on 1st October 2013, in a specific, clear and courteous written format. 4 months have now gone by without it being fulfilled, despite a number of reminders and clarifications.

This delay is unconscionable. The information requested is probably already in a digital format, and held in an organised filing system by the secretary of the YOT Board. There is no justification for the incomplete and grudging manner of response.

It is notable that nearly every other council in the region was able to fulfil the same request without difficulty. I believe that Sheffield City Council is wilfully contravening Section 10(1) FOI 2008, and I will make a complaint to the Information Commissioner if this is not rectified.

length of time this has taken. I have recently returned from sick leave
and wanted to ensure I had been as thorough as possible. This is not an
excuse it is simply an explanation.

 

The first response you received on 6 November contained the documents Mr
Joel Hanna (Service Manager, Youth Justice Service) believed related to
your request ie to do with Serious Case Reviews.  Unfortunately the
response was a week late and the delay was due to the volume of reading
required to ensure that information that could identify individuals is
redacted. Additionally as the papers relate to a partnership all members
of the board were required to provide agreement that the information
requested did not fall within section 41 (provided in confidence).

 

The follow up response you received on 6 January should have had 31
documents attached but due to human error you only received 6 and for this
we unreservedly apologise for this oversight.

 

Please find attached all documents previously supplied and the further
outstanding documents.

In total attached should be documents.

 

Please note:

 

·         For the minutes of 24 April 2012 the reports to go with these
minutes are from A-G, I and J. No H report is mentioned in the minutes and
therefore there is no report.
