York Without Walls Partnership meeting protocols ignored

Dear City of York Council,
On the 3rd February I went to the York Without Walls website to update my calendar for Feb meetings
http://www.yorkwow.org.uk/meetings/ the site (screen shot retained) lists no meetings at all for 2014. A note is made that a meeting of the main BOARD scheduled last December had been postponed until 10 feb ( no reason given). As of today no agenda was uploaded, thus breaking the 5 clear day rule.

1. Can you explain what exactly the legal and constitutional obligations there are to advertise meeting dates and to share the agendas and minutes.
2. In the case of the WOW main board can you explain when the agenda should have been uploaded and why it was not? Can you explain where the meeting is supposed to be promoted, how it conforms or not with the main council meetings?
3. For all the remaining sub boards - can you list or link to the names of all those boards, the calendar for the meetings, a link to where the agendas and minutes are and will be published.
4. Can you list the names and representational bodies of all the members of each of the Main Board and sub boards.
5 can you explain the rules on agendas being posted and why so many are not to be found. please use the agendas for the York economic partnership as an example of the process.
6. Can you explain the rules regarding citizen participation in these meetings, the main board and all the sub boards. Can you specifically explain the legality of the York economic partnership not allowing the public to speak at these meetings.
