Yellow box enforcement

6) Any guidance issued to camera operators undertaking enforcement.

This request is being handled under the Freedom of Information Act 2000.

You requested the following information:

1) A list of yellow boxes enforced
2) Number of tickets issued at each in 2019
3) Number of appeals to the adjudicator for yellow boxes in 2019
4) Number of appeals allowed by adjudicator in 2019
5) Any documentation/correspondence related to the decision making process
in choosing which boxes to enforce.
6) Any guidance issued to camera operators undertaking enforcement.

We have searched our records and some of the information you have
requested is not held by Brent Council because London Tribunals holds
separate statutory registers for appeal cases heard by the Environment and
Traffic Adjudicators and the Road User Charging Adjudicators. The
information, which is held, is provided below.

1) The attached excel spreadsheet provides a list of the Yellow Box
junctions that Brent Council enforced in 2019.
2) The attached spreadsheet provides the number of Penalty Charge Notices
issued by each of the enforced cameras. 
 
We do not hold the information for part 3 and 4 of your request. The
number of appeals heard by, and the number of appeals allowed by the
independent adjudicator in 2019 are held by London Tribunals. Further

5) Yellow box junctions are usually found at the junction of two or more
roads and occasionally at roundabouts or outside fire and ambulance
stations. These are in place to keep traffic on the roads flowing. Our
priority is to keep traffic moving and reduce delays for all road
users. There are a number of yellow box junctions that are installed that
may not be enforced but still act as a deterrent. It is not commercially
viable to enforce all locations at the same time so on occasions where
compliance improves at certain junctions, the cameras could be relocated
and the box junction yellow lines will be refreshed.
6) CCTV camera operators undertaking enforcement are all trained to BTEC
Level 3 CCTV Traffic Enforcement. Additional guidance may be issued by our
parking enforcement contractor to its operatives to ensure a fair and
consistent approach to enforcement of yellow box junctions.    
 
If you are dissatisfied with the handling of your request, you have
the right to ask for an internal review. Internal review requests
should be submitted within two months of the date of receipt of the
