In response to a FOIR made by myself on the 06/11/2017 (WYP Ref: 05368/17) Regarding 'information in relation to abandoned vehicles'. In particular “information as to the process when an abandoned vehicle is reported/discovered to/by the West Yorkshire Police.”

The response stated…

“A Police Officer is deployed who carries out owner checks. If an owner is not identified...”.

Please can you tell me how a member of the West Yorkshire Police Force carries out ‘owner checks’ ? If this information comes from a database, please provide information as to whom…

Is the owner of that database.

The data controller of that database.

You have requested the following information under the terms of the

Dear Miss Burton,

Thank you for your response however it appears that they may have been a misunderstanding.

My request was concerning the owner and data controller of the database that holds vehicle ownership information.

Your response stated "The vehicle keeper details on PNC are owned and supplied by the DVLA. "

Due to that "The register maintained by the Agency is based on vehicles and the registered keepers who are responsible for the use and licensing of vehicles on the roads. It is not a register of legal title to vehicles." https://www.whatdotheyknow.com/request/3...

Please can you tell me who supplies the vehicle ownership information to the Police?

Dear Mr Bradley

The Police National Computer only has access to the DVLA database whereby the registered keeper is displayed. There is no central database confirming an 'owner'.
To discover ownership, finance arrangements and where there are disputes over ownership is for a Police Officer to investigate via follow up enquiries with the registered keeper (who is responsible for the vehicles use on the road and would be able to demonstrate ownership or not), insurance companies and intelligence held on Police databases.
