WSCC Learning Disability services, review Terms of Reference
Dear West Sussex County Council,
I received a letter from Paul Rogers, Team Manager, Community Learning Disability Team (CLDT) Western referring to a project to review commissioned Learning Disability services. It was not clear from the letter, or from a response to my email what the Terms of Reference or Aims and Objectives of this project are. Please can you provide in response to this FOI request any information you have about this project, including but not limited to its Terms of Reference, who has commissioned it, who it reports to, who is involved and its scope and objectives.

I am writing to request an internal review of West Sussex County Council's handling of my FOI request 'WSCC Learning Disability services, review Terms of Reference'.
This request seems to have been answered in very vague terms, although the answer says this is not a project ‘as such’ even though a council employee used that terminology in a letter and specific out of area resources have been allocated to the review process (namely Kate Kelly and Dalene Middleton from CLTD Western for a service that comes under CLTD Northern) I must ask for clarification of the information that has been given to them as the basis for the reviews and what information they have been specifically asked to collect as part of the aims and objectives of the 'project'.
Additionally the aims and objectives that have been set for the ‘changed emphasis of the role of the senior contracts officer’ presumably include some targets or KPI's (for example any percentage or absolute savings in money or commission hours to be achieved or job roles to be reduced to address the recruitment issue) which I would like to have seen in answer to this request.
Please can this request be answered as asked with some actual factual information please, including who has change the emphasis and so on.

I have been asked to undertake an internal review in respect of a request
for information you made dated 14^th September 2017. You requested the
following:
“I received a letter from Paul Rogers, Team Manager, Community Learning

A response was provided to you on 3^rd October in the following terms:
Over the last 18 months, the learning disability service has changed the
emphasis of the role of the senior contracts officer, in order to ensure
that the models of support commissioned by the service deliver both high
quality outcomes and are value for money. This is particularly important
not just in today’s financial climate, but because of the acute pressures
facing the care sector in terms of recruitment and retention of staff.
This is not a specific time limited project as such, but more of a
different approach to working with providers for whom the WSCC learning
disability service commission a high proportion of placements. There are
two main aspects to the work, the first is to work with providers to
understand their models of support and ensure they are efficient and
effective. This could include considering for example, any role that new
assistive technology could have within the service. The second is to work
with the community learning disability teams to look at the needs of
individuals living in a service, and ensure that the service being
commissioned works effectively.
You have sought an internal review on the basis that:
• This request seems to have been answered in very vague terms,

request, I have established that the only information held by the Council
which meets the terms of your request is contained within a spreadsheet. I
