works on the Central line. I apologise for the delay in replying to you.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our Information Access Policy. I can
confirm that we hold the information you have requested. You asked:

 

For months there has been an unbearably loud noise between Wanstead and
Leytonstone on the central line westbound. Could you provide me with a
schedule for works for reducing this?

In addition, could you please provide a schedule of all track replacement
work [including overnight] scheduled to take plan on the central line for
the next 6 months.

 

We apologise to Central line customers for higher than normal levels of
noise on a short section of track where rails have become worn.

 

We plan to reduce the noise by installing new rails, this work is being
planned and is scheduled to complete during May 2017.

 

There are track replacement works between Leytonstone and Loughton
scheduled for the weekend of 20 - 21 May as part of TfL’s improvement
programme. We regularly monitor the condition and performance of track
assets to ensure continued safe and reliable services.

 

To address the noise you mentioned, work to install just under 200m of new
rail, that is harder and more resilient to wear-and-tear, on the westbound
(outer) Central line began on Wednesday 12 April and was completed on
Thursday 20 April. At the same time we have installed additional shock
absorbent track fastenings to reduce noise in some of the properties above
and close to the line.

 

Below is a list of track renewal planned on the Central line for the next
six months. This work will be conducted during a weekend closure and
affected residents will be notified at least two weeks in advance.
Overnight work is also listed below and are all works in progress.

 

All work listed is subject to short notice change/cancellation depending
on other priority maintenance work to ensure the safe and reliable
operation of the line.

This review has been carried out by an independent panel following your
e-mail of 7 April 2017 regarding the delay in providing a response to your
Freedom of Information request.

 

The panel has looked into the handling of your request and it is clear
that in failing to provide you with a response within 20 working days, TfL
has breached the requirements of section 10 of the FOI Act, and on behalf
of TfL, please accept my sincere apologies for the shortcomings in the
handling of your request.

 

The matter was escalated to the Information Access Manager and a response
was provided to you on 28 April 2017.

 

However we do not consider that this necessarily represents the end of the
internal review process. We consider that it would be appropriate in the
