Working from home
Dear North Lanarkshire Council,
Q1. During the month of April 2022, how many council employees were working from home, and what percentage of the office based workforce does this represent?
Q2. Between 1st and 30th April 2022, how many desk bookings were made across the council's office buildings and, on average, how many desk bookings were there a day during this month?
Q3. How many desks were available for use in the month April 2022 across the council's office buildings?
Q4. What was the maximum number of office staff who could theoretically work in the office on any given day in April 2022?
Q5. What was the total number of office staff who worked in your council's offices each day prior to the pandemic?
Please provide this data in an excel sheet attachment, and not in a PDF attachment.
Yours faithfully,
Janet Eastham

Dear Ms. Eastham
Request for Information
I refer to your email of 13 May seeking information in relation to working
from home.
Having investigated, my response to your questions numbered 1) to 5) is as
follows: -
1) & 5)
I regret to advise you that the information sought for these parts of your
request is not held and in terms of Section 17 of the Freedom of
Information (Scotland) Act 2002, I must advise you of this. By way of
some explanation, the Council has moved to a model of hybrid working
(mixture of working from home and in the office) for some of it’s
workforce and, we do not hold figures of employees who were office workers
or office based. In order to be of some assistance, please find set out
below information on the number of current hybrid workers.
┌────────────────────────┬───────────────────────┬───────────────────────┐
│Total Workforce │Hybrid Workers │% of Total │
├────────────────────────┼───────────────────────┼───────────────────────┤
│16760 │1564 │9.33 │
└────────────────────────┴───────────────────────┴───────────────────────┘
2)
I regret to advise that the information sought is not held and in terms of
Section 17 of the Freedom of Information (Scotland) Act 2002, I must
advise you of this. By way of some explanation, there is a desk booking
system but it is currently only operating on a limited trial basis and the
data sought is not recorded.
3)
The Council has approximately 1730 desks available across it’s main office
buildings.
4)
There was a phased return to the office from April 2022 with 1730 desks
available.
I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Head of Legal and Democratic Solutions, Civic Centre,
Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are
dissatisfied with this decision and seek such review please write to the
Head of Legal and Democratic Solutions.
I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act. Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the
applicant, and provide an address for correspondence. The application must
also specify the request for information to which the requirement for
review relates, the matter which gave rise to the applicant’s
dissatisfaction with the original decision of the local authority and the
matter which gives rise to the applicant’s dissatisfaction with the
decision on review by the local authority or the failure of the local
authority to issue such a decision. The Scottish Information Commissioner
can be contacted as follows:-
