Working definition of 'emotional abuse'

Considering that there are a number of children and families who have been or are being reported on by your agency where there have been/are suspicions of 'emotional abuse', i would be grateful if you could advise me of your organisations official working definition of this phenomenon.

All abuse is an act or perpetration, that is the proper definition of emotional abuse. However, it is the device Mr Bruce Clark, the CAFCASS Policy Director has used in his falsifications. Parental incapacity, which should be supported as disability, leads to the conclusions that emotional needs cannot be met and is labelled emotional abuse.
