Dear Warwickshire County Council,
Please supply the following information pertaining to any increase to the pre-2019 departmental and / or Directorate employee headcount, detailing the number of NEW and / or ADDITIONALLY recruited and employed staff WCC hired in 2019 - along with separate figures for 2020 - with specific regard to those with the following job title (or reporting in to those with the following job titles):
(i) commissioners, (ii) associated commissioning team leads / commissioning managers, (iii) administrative / support staff to commissioning teams across children’s services and;
(iv) project managers, (v) associated team leads, (vi) administrative / support staff to commissioning teams across children’s services and;
(vii) service managers, (viii) associated team leads, (ix) administrative / support staff to service delivery teams across children’s services and;
detailing increases for WCC's Community Directorate's Education Services (including but not limited to SENDAR, EPS, Flex Learning, IDS, STS etc.), CWD SEND Social Care and WCC's People Directorate's Joint Working children's health and children's mental health teams.

SEND Crisis Warwickshire left an annotation ()
We frequently hear about Warwickshire County Council's drive to 'efficiently use public resources' and the drive to reduce the numbers of children with high needs accessing appropriate support.
Schools are being asked to do more 'in house', without accessing specialist advice and support. We know school budgets have been slashed. We know Warwickshire SEND spending has been challenged by the DfE to reduce.
And yet we are also aware of millions being spent on the development of the SEND & Inclusion Change Programme with a huge recruitment drive to hire additional administrators, project managers and other officers to roll it out.
We want to know what this increased spending looks like and exactly where it is going because it certainly isn't focussed on delivering the support our children need on the ground, in schools, by social care or by health / mental health care providers.
Were these decisions effectively co-produced, these disparities and inequities of priority simply would not be happening.
