Thank you for your response, in regards to your clarification. The annual cost of payroll provision should include all costs associated to managing the payroll, ie. software/system costs and any other resources that are used. Not the inclusion of payroll staff wages.

Thank you for your recent FOI request.

North Yorkshire County Council (NYCC) has a workforce of some 7467
headcount (excluding schools) covering hundreds of different roles
including some with mandatory staffing levels such as care staff in
elderly persons homes, and roles where staff are unexpectedly absent and
cover is required e.g. school meals, drivers, care staff, centrally
employed teachers etc.  NYCC are committed to directly employing staff,
only using agency workers to fill gaps when all other options with
internal staff and recruitment have temporarily failed. We rarely use
agency workers, limiting the use to emergency or hard to fill assignments.
We have looked at national benchmarking data on agency spend in the public
sector to see how we compare and thought you might be interested in the
finding to illustrate our approach. There were 376 organisations spending
a total of £1.1b (£1,145,627,524). 

The average spend for all the organisations was £3m (£3,046,882) which is
significantly higher than the NYCC agency spend.  Reviewing spend
regionally in Yorkshire, NYCC’s spend is in line with several local
district council’s and much lower than more comparable County or Unitary
authorities in terms of size and scale.

In financial year 2015/16 NYCC spent £311,541 on temporary agency staff.

The staffing group with the highest temporary agency spend for financial
year 2015/16 was adult social care.

3. Does the organisation use any 3rd party services/software to manage
agency workers?  If so, please provide the following information:

Matrix SCM

b. Description of Services
Matrix SCM is a neutral vendor managed service to source and manage third
party supply agencies as the single point of contact for all NYCC
temporary agency worker requirements.

The annual cost to NYCC for this service in financial year 2015/16 was
£2,247.

staff for 2015/16 (£)NYCC does not have an internal staff bank however we
do use existing care staff to work additional hours on an ad hoc basis in
different care settings within the county council by issuing them with a
“relief” staff contract for those settings. This is not mandatory and is
up to the staff themselves. Many who work part time in one setting are, on
occasion, happy to provide cover on a temporary basis in another nearby
setting. We use this arrangement first for care settings rather than
consider agency staff use.

5. Does the organisation use any 3rd party services/software to manage
bank workers?  If so, please provide the following information:
NYCC does not have an internal staff bank.
