Dear East Sussex County Council,

For social care, please provide details of your investment in
Workforce Development products and services for the year ending
2011/12 and year to date for 2012/13. Please provide the name of
the
product or service, name of the supplier and the amount you have
spent on the following:

• Trainer-led training
• Training materials / packs
• Online subscriptions
• E-learning services

Also, what is your workforce development budget for social care for
2013/14? How much of this, if any, is grant allocation.

Children’s Services Response:

I attach spreadsheets showing the social care commissioned training costs
for financial years 2011/12 and 2012/13, together with the costs for
relevant social care e-learning licences and subscriptions paid from the
training budget. All costs for materials are included within the trainer
costs.

We will also be using £50K grant funding (Social Work Improvement Fund) to
support social care training this year, 2013-14.

For your info to put the information provided in context (although these
details were not requested) please note the following:

•       Does not include social work (the investment in academic modules
for social workers and social work managers for 2011/12 and 2012/13 was
£130k and £120k respectively, with a budget of £70k for 2013/14).

•       Does not include venue costs

•       Does not include non-commissioned training (i.e. where an
individual has attended an external training course or conference)

•       Does not included training accessed from LSCB where no direct cost
has been charged

•       Does not include training delivered by ESCC staff where there are
no directly attributed costs.

The budget for social care commissioned training for 2013/14 is £70k, plus
£45k specifically for the THRIVE programme.

Adult Social Care Response:

1. Workforce development costs 2011/12 and 2012/13

·       The attached spreadsheet covers the costs of externally
commissioned training for the dates requested. It does not cover venue
costs.

·       Costs of training materials and packs are incorporated into the
overall fees for externally commissioned training as part of our
procurement process.

·       The spreadsheet also covers on-line subs and e-learning costs

·       I have not included the details or costs of external training such
as conferences or external courses although the amount is included in the
total overall cost of training and workforce development below

·       I have not included the costs of training we provide internally as
this has not been requested. However, the overall figure, including staff
costs is included in the total below. This includes venue costs.

Within the Business Development Team in ASC, there are 5 staff that
deliver training. The cost of these staff in 11/12 was £124,381 – for
12/13 was £119,384.

We do not produce training materials or packs in any way that can be cost
monitored – i.e. they are not produced in a formal way or printed by an
external organisation. Very few hand-outs are given out in training
sessions as all processes and manuals are available on the intranet or
handouts are emailed to staff.

ASC has access to on-line training courses for the Microsoft Office range,
however this is free to use for the department. We do have a couple of
E-Learning packages that are supplied through a company called RedMine,
however they are paid for as a part of a corporate suite of solutions, and
there is no cost of Adult Social Care for either.

2. The overall budget for Adult Social Care training for 2013/14 is £955
700. This budget is for ESSC Adult Social Care staff (training and
qualifications) and the Independent Care Sector. It also covers costs for
venues and training materials. It does not include internal staff costs.
There is no longer any grant allocation for training budgets.
